Delay in up-gradation work of CHEP-I causes Rs 6 cr loss to exchequer | | | Early Times Report
Jammu, June 15: It seems that the State Power Development Corporation (SPDC) has become habitual of causing revenue loss to the exchequer due to its lackadaisical approach. For example, undue delay in completion of renovation, modernization of Chenani-I Hydroelectric Project has caused the exchequer a loss of Rs 6 crore. Renovation, modernization and uprating (RMU) of Chenani-I Hydroelectric Project (CHEP-I) was approved in 2005 at a cost of Rs 39 crore to enhance the capacity of the power house from 17 MWs to 23 MWs and generate an additional 33 MUs. "The SPDC floated tender for the civil and the mechanical works but failed to get response. Due to lack of response, the works were split into 50 electro-mechanical works and 20 civil works and awarded in piecemeal between 2011 to 2015. Although 40 electromechanical and 19 civil works had been completed in 2016 at an expenditure of Rs 14 crore, delay in completion of the RMU resulted in loss of generation of 33 MUs valued at Rs 6 crore per annum," they said. Besides, unit-I and II of Pahalgam Hydroelectric Project had defect of recurring vibration since its commissioning in 2005. However, the defects had not been removed as of 2016 resulting in operation of units at a de-rated capacity of only one MW against the three MW capacity which resulted in loss of generation of 10 MUs per annum valued at Rs 3 crore. Pertinently, timely and systematic renovation and maintenance is essential to maintain power generation and reduce generation losses. The BoD sanctioned a RMU programme for seven HEP at a cost of Rs 208 crore which were to be completed within a period of one to three years. |
