Nepotism rampant in LA secretariat | | | Asif Iqbal Naik Early Times Report kishtwar, July 16: Several legal provisions have given unwarranted autonomy to the Assembly secretariat, which have been misused by those at the helm of affairs to promote corruption, nepotism and complete lack of transparency in the working of this important institution. Sources told Early Times that there is dire need of hard reforms in the Assembly secretariat as government orders are conveniently trashed there and no one cares to implement or follow them. One could not believe that the process for formulation of recruitment and service rules in the secretariat stands initiated fifteen years back, but unholy nexus within the institution ensured that they never saw the light of the day. The 1959 recruitment and service rules ensure that the backdoor for illegal appointees doesn't get closed and shut, the only factor which political dignitaries like in this rotten system. The process of recruitments and promotions in the J&K Legislative Assembly is completely dealt by insiders and there is no scope for any recruitment agency to regulate such process and all this has been made fool proof and possible by exploiting the autonomous character of the institution and same is paving way for corruption, nepotism, favouritism and strengthening the backdoor system of appointments in the Assembly secretariat. The obsolete recruitment and service rules have been deliberately kept in place by insiders as same facilitates their promotions to highest level ignoring and bypassing the prescribed criteria, eligibility, and qualification. |
