In Guv rule, workers face the heat | | | Early Times Report srinagar, Sept 6: While the ruling parties had shielded wrongdoings in centrally-sponsored schemes, scams have been surfacing since the Governor rule was imposed in Jammu and Kashmir, even as the workers have been facing the heat. The union ministries of several departments had received complaints about misusing of centrally-sponsored schemes in J&K. The Rural Development Department was told to hold re-verification of job cards so that deserving ones get benefit and ensure proper implementation of these schemes. However, the ruling parties were not paying any heed and neither acting directives of the New Delhi. Hence, , the Centre had to withhold funds in some schemes as it was found that there had been no checks in their implementation. "The union government has expressed concern over misusing of schemes in the state and the department has been told to give details about fund utilization to the central government," an official said. The official said that there was no action on part of the state government. Now it has come to the fore that ruling parties had allegedly appointed their own people in various schemes. Secretary Rural Development Department has written to concerned authorities to "discontinue" engagements under MGNREGA made in "contravention to rules, norms guidelines in vogue and without following due procedure regarding". The directives have been issued recently as sources said that Governor's office had received complaints about the wrongdoings. The disengagement of illegal appointments as per the communiqué was to streamline and rationalize the existing contractual engagements made under MGNREGA in accordance with guidelines. An official of Rural Development Department said that hundreds of contractual appointments have been made in MGNREGA scheme. Most of them as per the official have been made on "political recommendations" in contravention of rules. "Most of the illegal appointments are affiliated with political parties. The successive governments were not acting on complaints about illegal appointments." "The fake job cards were issued to politically influential families over the years. The central government had directed state several times for re-verification of job cards after complaints about the fake job scam and non-card holds were engaged in the works. The government has also decided for re-verification of job cards," he said. Under MGNREGA, the central government was providing Rs 900 crore per annum to J&K but the state has least benefitted because of hundreds of illegal appointments in various centrally sponsored schemes. |
