Jammu, Sept 20: A clerk in the Higher Education Department is allegedly minting huge money in allotment of construction of works of department including new colleges and maintenance works of existing buildings. Sources in the Secretariat informed Early Times that the clerk who is sitting at same post for last over a decade has been allotting the works in lieu of heavy commission for various government agencies. "He avoids to give works to PWD, R&B department as there is no scope for commission, as PWD and R&B invite tenders globally (e-tenders). But other government owned companies don't follow this procedure", sources said and added that apart from getting huge cut for allotment the clerk also suggests which contractor will execute the work. "During his stay at the post the clerk preferred JKPCC, SICOP, Housing Board and other government-owned companies for execution of construction of new colleges", sources said. "In recent past at least a dozen building works for new colleges alone in Jammu division have been allotted by Higher Education to government-owned companies, but only one this was strange in the entire business that not a single work given to PWD, R&B", they said. They said that clerk has nexus with some contractors who are subservient of JKPCC, SICOP, J&K Housing Board and other companies. "These companies are getting very nominal income, or in other words acting like messengers for financial transactions", sources added. |
