RDD under pressure to take up SWM work | HC seeks affidavit from GoI | | Early Times Report
Srinagar, Oct 17: As High Court of J&K has directed several union Ministries to file an affidavit about implementation of solid waste management schemes in J&K, the Rural Development Department (RDD) J&K Govt as per reliable sources is under pressure from its union Ministry to abide by programmes on waste management for which funds are already available with Government but they have not been utilized for last many years due to non- submission of proposals. High Court of Jammu & Kashmir last month had directed Govt of India to file an affidavit indicating various schemes on waste management and funds allocated to J&K for the this purpose. High Court had also directed union Rural Development / Agriculture Ministry and few other Ministries involved in waste management work to disclose the details of the funds which have been made available to J&K state in last 5 years. As reported already, the Chief Justice of J&K High Court while hearing a Public Interest Litigation (PIL) on Sept 18 had sought a report from Rural Development Department (RDD) about the status of waste management in rural areas of state. The order had further directed Govt of India to file a status report on allocation of funds to J&K state under various programmes vis a vis solid waste management. The division bench of Justice Gita Mittal and Justice Dhiraj Singh Thakur while hearing a Public Interest Litigation (PIL) titled Environmental Policy Group V/S Union of India and State of J&K had ordered that Rural Development Department (RDD) should not only be focused on construction of lavatories across state but they must also work on management of waste which is a legal obligation upon them under Swachh Bharat Abhiyaan Grameen. The order has further commanded Govt of India to file an affidavit vis a vis various schemes on waste management and transfer of funds to J&K during last 5 years. Inspite of clear cut guidelines under Swatch Bharat Mission Grameen , the Rural Development Department (RDD) in J&K has failed to appoint Solid Waste Management (SWM) consultants at state / district level who are supposed to help the Rural Development Department (RDD) to prepare the DPRs. In addition to rural waste management the High Court has also taken serious notice of inefficient waste management in municipal areas and fruit mandis of Narwal and Parimpora in Jammu / Srinagar respectively. Notices have been issued to SMC, JMC and department of horticulture as well. |
