Dubious withdrawal of Rs 21.12 Lakhs under SBM in Marwah Block

Jammu, Feb 2: After exposing mass scale irregularities under MGNREGA in Marwah, Warwan & Dachhan blocks of Kishtwar District where more than Rs. 46 Crores has been withdrawn as material cost in last few years, Early Times got access to more documents pertaining to withdrawal of Rs. 21.12 Lakhs under Swachh Bharat Mission (SBM) for construction of 148 units of Bathrooms in Marwah block which are under scanner while payments worth crores were made under SBM in the block that has been deposited into the account of the beneficiaries commonly known as IHHL.
As per the details available with ET", an amount of Rs. 8.28 lakhs has been withdrawn against 69 units @Rs. 12000/IHHL unit, followed by the withdrawal of Rs. 2.88 Lakhs for 24 IHHL unit, Rs. 3.36 Lakhs for 29 units, 3 lakhs for 24 units, beside Rs. 3.60 lakhs for construction of Sanitary Complex in Panchayat Yourdoo & Changer @Rs. 1.80 lakhs each. In addition to this Rs. 1 Lakh also stands withdrawn under CD Panchayat Share showed constructed outside the house of Political and Social Activist Ghulam Rasool Magrey, but in practical the said bathrooms didn't exist on ground.
Similarly Rs. 3.60 Lakhs had been withdrawn on account of wall paintings for the year 2016-17 under Voucher No. 7033 Dated 23-1-2017 the period when whole area remain under several feet of snow, beside an amount of Rs. 177600 has been paid for writing on sign board.
After drawing more than Rs. 7 Lakh against the purchase of 20000 apple plants for Qadrini Panchayats, an amount of Rs. 822300 on account of purchase of Tree Guards vide invoice No. 49 Dated 14-1-2107, Rs. 3.60 Lakhs on account of purchase of hoardings, an amount of Rs. 5 lakhs has been paid to Mohammad Alam (Plantation Supervisor) vide three different invoices viz 413 MB dated 16-1-2017, 414 MB Dated 16-01-2018 & 415 Dated 16-01-2017 against carriage charges of 50000 (Fifty Thousand) plants @Rs. 10/Plant from Warwan to Block Headquarter Marwah while lakhs of rupees also stand withdrawn on account of transportation from the plant nursery to Warwan. Similarly several lakhs also stand withdrawn on account of carriage charge of Tree Guards & Sign boards had been withdrawn in violation of rules and regulation.
Speaking to Early Times", Social and Political Activist Ghulam Rasool Magrey said that the senior officials of the RDD could not escape from the mess created by their subordinates in Marwah, Warwan and Dachhan blocks. He added that the CDF of PDP legislator Firdous Ahmed Tak and former NC legislator Dr. Shanaz Ganie which is more than two crore rupees has been withdrawn from Kishtwar Treasury despite the fact that both Marwah and Dachhan blocks have their own treasuries.
