A new solution to conflict in J&K | | | Early Times Report
JAMMU, Feb 14: Kashmir has been witnessing secessionist and violent movement since decades. Those involved in the movement directly or indirectly are seeking separation of the state from the political and constitutional organization of India. The demands in Kashmir range from Azadi to merger with Pakistan to greater autonomy to self-rule to India-Pakistan joint control over J&K. The people of Jammu and Ladakh have also been seething with anger since decades. Their grievances are many. Some of them include the existing politico-constitutional structure that has denied them a real and an effective say in the governance of the state since 1947, inadequate representation in the assembly, little or no representation in the civil secretariat and the New Delhi's unstinted support to Kashmir and their failure to merge them fully with Bharat. Likewise, there are refugees from Kashmir, who have also been chaffing since 1990. Their grouse is that New Delhi failed them by not defeating those who ousted them from their homes and hearths in January 1990 on the ground that they refused to join the anti-India movement. Al these issues have attracted the attention of some serious trouble-shooters and conflict managers. The other day, they suggested a new J&K solution. The solution that they put forth read like this: India must divide Jammu & Kashmir to make two states Option 1: a) "Hindu majority entire Jammu Region, Buddhist majority Ladakh District, Shia majority Kargil District and Anantnag district containing Holy Amarnath Temple and required for settling all refugee Kashmiri Hindus called Pandits be formed into a new normal Indian State like any other called 'Kashmir' only with permanent capital at Anantnag city. b) Rest of Kashmir Valley with all Muslim majority districts of Srinagar, Badgam, Pulwama, Baramulla and Kupwara along with permanent capital Srinagar city be made a separate Indian state with Article 370 of Indian Constitution called "North Kashmir." Those who suggested this J&K solution said: "These steps will save the people of Jammu, Ladakh and the Pandits & Shia Muslims from highhandedness of Kashmiri leadership of the Vale of Kashmir being beneficial to India by restricting separatism and the insurgency to just 15% area of current 'Jammu & Kashmir' state. Non-Muslims in both Jammu and Ladakh reduced from 90% in 1951 census to 65% and 51% respectively due to influx of Muslims from valley of Kashmir as per 2001 census and unless these policies are implemented now, even Jammu and Ladakh will become Muslim majority like Kashmir valley very soon". Option 2: "Or else, merger of neighbouring Himachal Pradesh with Jammu & Kashmir". Option 3: "If people of Jammu Region, Ladakh Region and Himachal Pradesh don't agree to any of the above two choices then entire Jammu Region, Buddhist majority Ladakh District, Shia majority Kargil District and Anantnag district containing Holy Amarnath Temple and required for settling all refugee Kashmiri Hindus called Pandits be severed only from current 'Jammu & Kashmir' state of India and merged with Himachal Pradesh". |
