GOI Used Hit and Trial Methods
No firm policy on Kashmir
R. B. Suri4/27/2019 10:48:48 PM
Last week only, the Union Home Minister Rajnath Singh made a statement that the Central Government is bringing a new policy on Kashmir very shortly in order to put all the odds to halt at this stage only. He out rightly stated that the Kashmir leadership should tell the GOI freely as to how they are benefitted from the Articles 370 and 35A of the Indian Constitution? At the same time, he hinted at bringing the change in Kashmir Policy (existed no where in the past). He further stated that it is not the Kashmiris but the pro Separatists are creating the problems in the valley. He confidently spoke at length in an election rally and described the Kashmir problem as an old one but it has to be solved within the ambit of the Indian Constitution. Shortly his government will take the required necessary steps to defuse the problem. He quoted that " We will do whatever it takes to resolve the problem". He was confident that this will take some time and the GOI will be able to resolve it. He expressed his displeasure over the role being played by the Separatists and the Hurriayat Amalgamation and quipped that it is surprising to note that no body in the valley is willing to talk to the GOI at the moment. Apart from him, the Union Finance Minister Arun Jaitley is also on record as having said that a clear message from GOI has gone to the terrorists, Separtists- their activities would not be tolerated any more by the GOI. BJP Supremo Amit Shah has made it very clear that the Articles 370 and 35A of the Indian Constitution would be scrapped if BJP would be voted to power once again in the ongoing general elections to the Indian Parliament. Under the new policy on Kashmir, Amit Shah talked about the introduction of the National Register of Citizens (NRC) in the state leaving no scope for entry into the Indian territory. The Prime Minister of the country Narender Modi, while addressing an election rally at Kathua in J&K, strongly alleged that Abdullahs and Muftis have spoiled three generations of Jammu and Kashmir and gave the warning that they won't be allowed anymore to divide the nation. There would be Zero tolerance towards terror and free hand to the Armed forces of the country to deal with the ugly situation in Kashmir valley.
We should accept this reality boldly. We couldn't achieve anything, on this score because of the single reason i.e. we marched ahead thereby adopting the policy of 'HIT and TRIAL METHODS'. We should be ashamed of the same and instead should confess that we remained a total failure in this regard. Kashmir issue is grave in nature because of which we became very much weak in dealing with Kashmir unrest so far and yet the issue, in question, is lingering on as it is.
Therefore there is a dire need of devising altogether a new 'Strategy or Policy on Kashmir' immediately so as to enable the country to clinch the issue involved once for all at the earliest. Out of the period of 70 years, Indian National Congress ( INC ) ruled this nation without caring for settling this issue seriously once for all. It adopted the casual approach resulting which Kashmir problem has taken the giant shape today which is a matter of concern for every body in the country.
We should also accept the reality that Kashmir is with us because of our military forces as on date. Indian Army has sacrificed thousands of its army men and officers to save this land and succeeded in keeping Kashmir with India. On the contrary, the political organizations (State and Central) have spoiled the issue involved for the sake of their own political interests in order to fetch more votes of the people in this parliamentary democracy thereby neutralizing the effects of the supremacy of the Indian Army. Our heads are down before them. Since we were not having any firm policy on Kashmir, Pakistan always made good use of it and damaged our country to the maximum extent. Not only this, the antinational elements in the state of Jammu and Kashmir formed so many groups and promoted the hatred among the masses of the valley against India. The political organizations of the state are having their own vested interests of grasping of power by any means and they exploited them for their cause only. Now the situation in the valley is that they are dancing on the tunes and dictates of Pakistan and via Hawala rackets they are enjoying the funds which were spent in the past for motivating the people of the valley to speak against India and demand for Azadi from India. A major check on these malpractices has been made under the Governor's rule and NIA has tightened its noose over the Separatists and the Hurriayat leadership effectively. Pertinent to mention here that half hearted approach of the Central Government to deal with this important issue was totally nonsense actually thereby putting the country into dangerous situation. Better be late than never. It is very important to discuss here that the present government at the centre led by the PM Narender Modi has the mandate of the Lok Sabha which had passed a RESOLUTION in February 1994 which gives the authority to the Central Government to act upon seriously and do whatever possible for the vacation of POJK from Pakistan. The moment we succeed on this score, Kashmir issue would be solved automatically. For achieving all this, we require a concrete strategy/policy on Kashmir henceforth. Playing of politics over the issue involved - blaming each other shall not solve the problem but instead complicate the issue which is detrimental to the interests of the country. We are lucky to have the strong Armed Forces led by the Competent Generals as also the well trained and equipped paramilitary organizations. They are bold enough to meet any challenge posed by the enemy from time to time. It is very much commendable to write that our Armed forces in 1971 have already proved their capability and competence for vacating the erstwhile East Pakistan from the clutches / slavery of West Pakistan Military Rulers. This is now a successful history of our Armed forces.
Liberation of Bangladesh is the out come of firm strategy devised by the valuable brains of the country - the then Prime Minister of India Madam Indira Gandhi, Two Chiefs of Air Force and Navy headed by Field Marshal SHFJ Manekshaw of Indian Army, RAW Chief R.N. Kao and IB Chief etc. Exactly on the same pattern, it is the need of the hour to vacate the POJK from Pakistan without any further delay. Things moving these days in the valley are not bearable but are going detrimental to the interests of the country rather are adding further confusion and chaos in the prevailing situation in the valley. It is worth to describe here that the Indian Army Chief Gen. Bipin Rawat in an unequivocal term, had questioned the amnesty given to the stone pelters (approx.+11000) in releasing them from the jails as also withdrew all the cases pending against them in different Police / Courts fora. Secondly, it was the wrong decision of the Government for one giving one sided Ceasefire during the Ramzan period. On this score, Indian Army Chief Gen. Bipin Rawat had further questioned that as to what kind of good will the governmental agencies are showing to this rotten and vulgar lot who damaged the nation in the past always. His sayings in this regard conveyed each and every thing and should not had been taken so lightly by the countrymen and the Central Government. Indirectly, he had cautioned and asked the government to apply the restraints to such like activities in the very interests of the nation. It is a serious matter concerning one of us as we don't want to compromise with the security of the country. Rawat's sayings and the advice was turned by PM Modi because of the fact his party BJP was hand in gloves as a Coalition partner with pro Separatists PDP under Mehbooba's Chief Ministership in the state.
It appears that Gen. Rawat on being not satisfied with the working of the State Government of Jammu and Kashmir had cautioned and put the question mark on the release of the stone pelters and subsequently withdrawal of all the cases against them. Also pertinent to mention here that the recommendations being made by the present interlocutor Daneshwar Sharma were not based on the sound logics and reasonings. Gen. Rawat also expressed his anguish over the fact that the stone pelting was going on despite of the same and the State Government was keeping mum over the same. This was very unfortunate. There are peace loving people in the state who really want to see the overall development and peace. They were being exploited and discriminated always by the state politicians or the rulers for their vested interests. Under the circumstances, for the name sake only the Central Government should devise the new policy on Kashmir but the solution of the problem lies with the vacation of POJK from the clutches of the Pakistan slavery while complying with the spirit of the Unanimous Resolution of the Indian Parliament passed unanimously in 1994 after a long debate. Not complying with the direction of the Indian Parliament seriously, the Union Government is making the Contempt of the Indian Parliament in other words. These days, Pakistan is totally isolated from the World and the UNO except China and is very much under pressure. Not only this, even the most of the Muslim nations in the World (including the nations of OIC group)which too are facing the terrorism are not on the side of Pakistan on this score. It is worth mentioning over here that the Governments of the Saudi Arabia and UAE have honoured the Union Foreign Minister Sushma Sawaraj and the Prime Minister Narender Modi respectively for their top prestigious awards. Under the Modi's rule, the Saudi Arabia government has released more than 800 Indian prisoners from the jails very recently as a goodwill gesture shown to the Indian government. In any case they too want to get rid of from this menace of terrorism.
USA under Donald Trump government is making its all out efforts in eliminating the terrorists operating all over the World. It will never allow the destruction of the humanity at the hands of these terrorists anymore.
It is the high time to act swiftly in implementing the Unanimous Resolution of the Indian Parliament passed unanimously in 1994 in letter and spirit without fail.
