Guv admin concerned over delay in furnishing info about developmental works | | | Ishtiyaq Ahmad Early Times Report SRINAGAR, May 25: The heads of departments have been delaying in furnishing the information about developmental works resulting delay in execution of works in Jammu and Kashmir. An official document reveals that in a recent meeting led by state authorities noticed that delay in furnishing information about new developmental works would delay in the tendering process and have cascading effect on the executing of ongoing works. "All district development commissioners shall initiate tendering process immediately after model code of conduct is over and ensure that process is completed before March 31 for commencement of works. The annual maintenance contract should be based on the rate of contract as per laid down rules and regulation," the order reads as per a letter written by Principal Secretary of Finance Department to Administrative Secretaries. An official of the Planning and Development Department said that delay in finalising the district development plans would affect developmental works in Kashmir. "The District Development Commissioners should have finalised the district development plans even though they have been busy with elections. The Valley would be adversely affected due to delay in finalizing the district development plans as Kashmir has a limited working season," the official said. In another meeting led by Advisors to Governor, Chief Secretary, Principal Secretary to Finance Department recently held a meeting with administrative secretaries. "Principal Secretary expressed concern regarding the pace of expenditure during first month of the current financial, primarily due to Model Code of Conduct. He emphasized the need to catch up with the lost time," the document reveals. In the meeting, the Advisors directed all the administrative secretaries and Deputy Commissioners to point out issues faced by them in execution of the works in a time-bound manner. Funds worth crores get lapsed annually in the state due to non-utilisation of funds in a scheduled time. The departmental heads have been directed several times in the past for timely utilisation of funds. The Chief Secretary directed the deputy commissioners to identify causes of delay in the works in consultation with all the departments and resolve problems. "All the Advisors stated that allotment of works on nomination was highly undesirable. Principal Secretary Finance stated that such practice defeats the purpose of actual discovery of price and is against norms and canons of financial propriety and should be strictly avoided," the document reads. |
