NC, PDP mull 'joint consultation' on delimitation | Meeting expected soon | | Early Times Report SRINAGAR, June 5: With the union Home Ministry planning to redraw the long pending delimitation of constituencies in Jammu and Kashmir, two of main regional parties the National Conference and the Peoples Democratic Party are likely to hold "joint consultation" soon. Sources said in the wake of Home Minister Amit Shah holding closed door meeting with Governor Satyapal Malik and others including Director Intelligence Bureau Rajiv Jain and Home Secretary Rajiv Gauba, the two main parties from Kashmir are getting closer to come forward with a "way forward." Sources said a team of "interlocutors" has already started communication channels between NC President Omar Abdullah and his PDP counterpart Mehbooba Mufti. Sources said the two parties may soon formally call a joint meeting to decide future course of action. Sources said the twin parties are of the opinion that the BJP government at the Centre wants to explore delimitation to give "Jammu 50 seats for the Assembly so that Jammu region alone would also be able to form government." "The two parties are really unnerved and feel their monopoly on government formation ending very soon," said a source privy to the deliberations between the two parties. Among the many plans on the drawing board for the Modi government is believed to be the plan for fresh delimitation of constituencies and appointment of a Delimitation Commission especially in the state of Jammu and Kashmir. "The main grouse of Jammu being that growing imbalance emerging out of composition of various constituencies would continue," said a source. It is pertinent to mention that that the Constitution of Jammu and Kashmir, enacted in 1957, was based on the Maharaja's Constitution of Jammu and Kashmir of 1939, which was still in force. After accession to India, the State Constituent Assembly was constituted under the 1939 Constitution, but Sheikh Abdullah's administration arbitrarily carved out 30 seats for Jammu region and 43 seats for Kashmir region and two seats for Ladakh region. This regional disparity became entrenched thereafter: Kashmir (46), Jammu (37) and Ladakh (four). The discrimination with Jammu continues since. |
