Govt seeks month's time for Model Jail Manual | | | Early Times Report Srinagar, July 9: The state high court has granted government month's time to place before it Model Jail Manual which according to government's senior additional advocate general was awaiting State Accountability's Council. Hearing a Public Interest Litigation, a division bench of Chief Justice Gita Mittal and Justice Rashid Ali Dar also directed the Principal District Judges to ensure that regular monthly inspection are conducted of all prisons in the districts. As the hearing of clubbed Public Interest Litigations started before the court, senior additional advocate general B A Dar submitted that the expert opinion from the DGP (Prisons), Chhattisgarh on the draft Jail Manual which had been finalized by the committee constituted in Jammu and Kashmir has been received and that the matter was awaiting the approval of the State Administrative Council (SAC). He prayed for one month's time to place the final approved Model Jail Manual before the Court. The Chief Justice remarked that for safeguarding rights of jail inmates, it was necessary and important to implement the jail manual in letter and spirit. The court also directed the Registry to compile the reports received from the Principal District Judges upon inspections of the jails within their jurisdiction. "The Principal District Judges shall ensure that regular monthly inspections are conducted of all prisons in the districts," the court said and posted the PILs for further consideration on August 30. |
