2 yrs on, babus bury file-tracking system | No relief for common man | | Early Times Report Jammu, July 12: The government seems to have forgotten that it had two years ago announced the file tracking system to provide relief to common man and save him from moving from pillar to post to get his grievances addressed. The government back in the year 2017 had stated that by introducing the new File Tracking System (FTS) and Letter Monitoring System (LMS) the Government intends to increase the working efficiency of the department. It was informed that all the required steps in this regard are taken, primarily ensuring good internet connectivity, and that from July 1,2017 FTS, and LMS would be started in FCS&CA. Highlighting the significance of the new system, the government has stated that it would help in monitoring the movement of files and letters across various levels. It was informed further that the new system is a shift from the past practice of manual tracking which comprised of going through ledgers and registers. The process is not only cumbersome, but time consuming also, he said. With the new system the concerned would be able to maintain a consistent track about the status of files at different levels. A meeting in this regard took place at the Civil Secretariat on June 5, 2017, which was chaired by top officials. However, till date, there is no news about whether the proposal has witnessed any forward movement. Meanwhile, there are several issues being raised by the helmsmen to put hurdles in the system as it had given rise to the notion that the government in actual was trying to equip common people with more power and shun the practise of bureaucratic hurdles in the system. "The applications continue to gather dust and the applications are moving from pillar to post, knowing little about the status of their respective pleas. The situation is no different at present and government's claim over introducing File Tracking system has so far been farce," sources privy to the development told Early Times, adding that the file tracking system would have ushered a new era of good governance in Jammu and Kashmir and that it would have given sleepless nights to the lethargic babus. If the file tracking system would have been put in place, said sources, the bureaucrats had to explain the reason if they keep the file pending on their tables for more than two days. This is what would have meant power to the common masses. Chances are high that the government may look into the reasons of keeping the proposal in limbo as it recently came up with an order in which it set three days as maximum period for the disposal of files in the government departments, emphasising that the common masses have been bearing the brunt of inordinate delays and shirker performance of the babus. |
