Health & Medical Education/Motor Vehicle Departments - ineffective | | R.B. Suri | 7/17/2019 11:43:45 PM |
| With much concern, it is to point out that the Health and Medical Education and the Motor Vehicle Departments of the State Administration under the Governor's Rule are not working well as per the requirements of the general masses of the state and in fact these have been made as the ineffective one these days. It is to bring into the kind notice of the Governor Malik Sahib that as to how his Health Department is working in the Civil Secretariat which took more than a year to return the file proposal for sanctioning of the posts for the Dental Surgeons in the state to the Directorates of the Health Services of both the Divisions of Kashmir and Jammu asking them to reduce the number of the said posts and then resubmit the same after making of the reductions in the posts? For this petty query, it took a year to decide by the said department. Apart from it, over the issue of the finalization of the Mediclaim Insurance Policy for the benefits of the employees and the pensioners, the concerned Department is sleeping over the matter which raises many questions. This needs a specific answer from the department concerned. It is pertinent to mention here that Dentistry which is the most important sect of the Health and Medical Education department has been neglected totally for more than a decade by the political governments in the state in the past and during the Governor's Rule also. No serious concern was shown to the Dentistry at all which is painful indeed. There is no fun in going on creating the big buildings and the infrastructures for the various Medical Colleges and the AIIMS in the state without making available the Dental facilities to the people of the state. As all of us know well that all the major diseases crop up from the mouth related ailments/problems. Since no posts were made available for the Dental Surgeons in the state since 2008 resulting which more than 3500 unemployed Dental Surgeons have been kept at the mercy of the GOD only. They are moving from pillar to the post for their absorption in the State Government but all in vain. They are becoming over aged because of their no fault at all. AIIMS are being constructed at a snail pace as if these are the projects of more than ten years. The people of the state are hard in need of the same to get the latest medical treatments and the surgical facilities in them. Due to the lethargy of the Health and Medical Education department, the people of the state are suffering more because of the inadequate medical treatments and the surgical facilities. There is a dire need to gear up this department to work expeditiously in the very interests of the poor people of the state without any further loss of time. It is pertinent to point out here that two categories of Dental doctors (their Dental Colleges treat them) are there:- 1. Candidates who went outside the state for doing BDS on their own expenses as their family financial position was very good and others whose financial was not so good they went outside the state for doing the BDS after having borrowed the educational loans from the banks. Since they have not yet got the regular appointments because of which they are not in a position to liquidate the educational loans and the lending banks are pressurizing them for the repayment of loan installments every month regularly. Due to their non adjustment on the Govt. posts, they are unable to repay the loans borrowed from the various Banks resulting which they and their families are passing their lives miserably in these hard days. During their Internships and on the House Surgeon Job, they get nothing from the government which is considered as the sorry state of affairs in the sensitive state. 2. Candidates who did BDS in the state In the instant case, it is painful in stating that the candidates who did BDS in the state are getting the stipend of Rs. 20000 every month out of the exchequer of the State Government and whereas the candidates who did BDS from outside the state are not being paid by the State Government which is very unfortunate. Really, the wrong and mindless approach was adopted by the political government in the state of Jammu and Kashmir in the past as also during the ongoing Governor's Rule. From this, it appears that the Doctors who obtained the BDS Degrees from outside the state will have to suffer more and more as also shall remain at the mercy of the GOD only. The Governor Malik Sahib should pay more attention on this aspect otherwise the people will term him as the ineffective Governor. When we talk about the Motor Vehicle Department of the State administration, it is meeting with the same fate as we have noticed that during the last two months more than 80 precious lives of the state subjects have gone due to the negligence of the Motor Vehicle Department of the State. The staff of the Motor Vehicle Department including the Traffic Police do not work at all for the governance of the safe and smooth vehicular movements over the National Highways in the state in general and in Doda, Poonch, Kishtwar and Ramban Districts particularly. It has been found that the Traffic Police of the state remains busy in minting money from the Drivers of the vehicles openly without any fear. In fact the Traffic Police personnel do not care for the smooth and safe regulation of the traffic movement over the roads. The CID and the agencies of the state who are very much concerned for checking the corruption in the state remain busy in keeping their watch on the Patwaris and the Tehsildars of the Revenue Department but they leave free their counterparts working in the Traffic Police in minting money from the drivers and the cleaners. The Traffic Police of the state is having the open field for their operation clandestinely in minting money from the drivers and the cleaners. With the coming of ACB in the lime light, now they are being scared of but to a limited extent. Almost everyday people are getting the news of the fatal accidents on the National Highways and other link roads in which the precious lives of the citizens of the state are going unnecessarily due to the negligence of the Traffic Police and the Transport departments. Regarding a fatal accidents occurred at Mughal Road in Poonch District and in Keshwan areas of Kishtwar District of the state, Intakhab Ahmed Qazi in shape of PIL has gone to the J&K HH Court for seeking the justice. While hearing the PIL filed before it, the Division Bench the J&K HH Court comprising of the Justice Dhiraj Singh Thakur and Justice Sindhu Sharma has issued the notices to the IGP Traffic and the Commissioner / Secretary of the Transport Department to file their replies to the court in response to the framed questions within three weeks so as to enable the court to decide the matter raised in the PIL at the earliest possible. the Division Bench the J&K High Court has taken a serious note of the fatal accidents occurred at Mughal Road in Poonch District and in Keshwan areas of Kishtwar District of the state due to the rash and negligent driving as also due to the lack of the supervision of the Transport Department and the Traffic Police in the hilly areas of the state. It is also important to mention here that in the said PIL, the petitioner has mentioned about the "dance of deaths" on the roads in the hilly areas of the state and sought for the passing out of the appropriate directions to the State Government immediately for the compliance without fail. |
