Need punishment to inefficient IAS/KAS officers
Over the issue of unemployment

The ruling political parties PDP, NC and the BJP in the past are very much responsible for bringing the state of Jammu and Kashmir at this juncture when thousands of jobs were available in the governmental set up of the state but the educated unemployed youths( skilled and unskilled) of the state were denied the appointments resulting which they remained of their right to the employment for no fault of theirs in these hard days.
Since these political parties are out of power these days and in the next assembly elections to the J&K UT Legislative Assembly, the ultimate voters which include the educated unemployed youths (skilled and unskilled)of the state would teach them a lesson. Their political future is hanging in fire and seems to be bleak or at stake also. At the same time, the IAS and KAS officers who were to guide and assist them in the decision making process relating to the providing of the job avenues to them , are also responsible because of the reasoning that despite of the available posts in thousands in the state governmental set up, they did not exert and sorted out this great job and had allowed the educated unemployed youths (skilled and unskilled) of the state to suffer more and more in these hard days due to the high inflation in the country.
Seeing their future in danger, they sided with the ongoing militancy in the state and they formed the big group of the stone pelters in fighting against the security forces of the country in the valley who are fighting against the militancy tooth and nail and in keeping the Integrity and the Sovereignty of the nation intact. The security forces of the country in the valley are plating the remarkable job in maintaining the law and order in the valley with the great risks. But it is totally non sense that the civil administration comprising of the IAS and KAS officers are taking the things very lightly and are just passing their days easily. The vacant posts are increasing day by day but no concerted efforts were paid by the civil administration in absorbing the educated unemployed youths( skilled and unskilled)of the state in the State Government for the reasons best known to them only. The inefficient IAS and KAS officers in the state administration did not act judiciously in the right earnest and allowed the things to go bad drastically with the passage of the time. But they are very much answerable to the people of the state as we live in the Parliamentary Democracy of the country. The inefficient IAS and KAS officers have worked in the state but not actively and they remained as the henchmen of the political rulers of the state from time to time and rather they danced on their tunes detrimental to the interests of the people of the state thereby keeping no place for the development of the state and the welfare of its citizens.
The Union Government has started taking the cognizance of the same and have issued numerous directions to the state on this score to respond soon. I would like to quote the grave act of the slackness of the Health and Medical Education Department in the Civil secretariat as an illustration showing the inefficiency and the negligence of the department as under :- The Health and Medical Education Department in the Civil secretariat is not working well as it took more than a year to return the file proposal for sanctioning of the posts for the Dental Surgeons in the state, to the Directorates of the Health Services asking them to reduce the number of the said posts and then resubmit the same after making of the reductions in the posts? For this petty query, it took a year to decide by the said department. Apart from it, over the issue of the finalization of the Medi claim Insurance Policy for the benefits of the employees and the pensioners, the concerned Department is sleeping over the matter which raises many questions. This needs a specific answer from the department concerned. It could have been better to grant the sanction to the proposal sent by the two Directorates to the Administrative Department of the Health and Medical Education Department in the civil secretariat. By returning the said proposal, the Health and Medical Education Department had shown its worth. At the moment almost all the PHCs in the state are ill-equipped as they are not having the posts of the Dental Surgeons as after the year 2008 no posts of the Dental Surgeons have been filled up in the state. This is a clear cut example of the inefficiency of the Administrative Department of the Health and Medical Education Department in the civil secretariat. Another illustration on this score is as under:-
After a so called hectic exercise of the Finance Department and the Health and Medical Education Department in the Civil secretariat of J&K Government, the Mediclaim Insurance Policy was launched for the benefits of the regular employees and the pensioners as well with great pump and show by the Governor Administration effective from September 1 last year. Not only this, the employees of the governmental autonomous bodies were also made as the beneficiary of this policy. The State Government had spent a big money for the publicity of the Mediclaim Insurance Policy. It is pertinent to mention here that there were big - full page adds in the various dailies of the state besides publicity in the electronic media also. These adds were issued by the Finance Department of J&K Government and were repeated time and again at the cost of the state exchequer. The Insurance premium was deducted from the salaries and the pensions of the employees and the pensioners of the State Government for the month of October as the Mediclaim Insurance Policy was effective from September 1 last year. It is pertinent to mention here that the said Mediclaim Insurance Policy was offered by the Reliance General Insurance Company owned by a big Corporate of the country Anil Ambani which was accepted as being the lowest bidder by the Governor Administration led by the Governor Satya Pal Malik.
Regarding the said Insurance scheme, the employees and the Pensioners had pointed out certain shortcomings and higher rates of Insurance premium etc etc. under the contents of this policy. Mediclaim Insurance Policy, in question, was discontinued by the State Government with in a month because of the reason that the Governor of the state Satya Pal Malik received number of complaints and it was alleged that a big booty of money was made as a corruption by the officers of the Finance Department of J&K Government. The Governor Malik Sahib pointed out that based upon the inputs he had in this regard were very serious in nature and ordered a in depth PROBE into the entire deal with the Reliance General Insurance Company owned by Anil Ambani. More than six months are already over but it is surprise to state that up till now, no such out come of the probe ordered by the Governor has come into lime light which is a serious issue indeed. This means that there will not be any Medi claim Insurance Policy. Now since the said policy is discontinued by the State Government from January 1, 2019 but certainly the officers who remained at the helm of affairs in finalizing the said Mediclaim Insurance Policy contracted by the State Government with the Reliance General Insurance Company, are going scot free without any deterrent punishment. In the beginning, the delinquents were frightened because it was clear that they will be taken to task by the Governor Administration but it has been observed that with the passage of time, the guilty in this entire scam are passing their lives leisurely without any fear.
The Health and Medical Education Department in the Civil secretariat was directed by the Governor Satya Pal Malik last year to come out with the Medi claim Insurance Policy for the employees and the pensioners afresh but it is painful to note when the period of one year has gone for nothing and the said department has not finalized the same as yet which amounts to the slackness on the part of the Health and Medical Education Department.
Apart from the IAs and KAS officers there are certain officers in the Engineering Departments which include the PHE, PWD, I&FC and others , who have played their innings luxuriously and have amazed the huge wealth of the state, they being the rotten lot are required to be kicked out from the government service after adopted due course of the law of the land as deterrent to the others.
After the abrogation of the Articles 370 and 35A from the Indian Constitution by the act of the Indian Parliament on August 5, the Union Government has started the exercise of scanning all the issues minutely and shall book the IAS and KAS officers whoever found guilty shall be treated under the law of the land so that they cannot go scot free in the days to come. It has shown its anguish over these important issues and directed the Governor's administration to pin point the the officers belonging to the IAS and KAS cadres of the state for not sorting out the issues of the employment in the state for years together. Very soon the delinquents shall be booked under the law of the land so that they should no go scot free as they are the persons responsible for the ongoing militancy in this sensitive state.
According to the reliable resources , there exits the vacancy of more than 80000 and if filled properly soon , the educated unemployed youths (skilled and unskilled) of the state would get the sigh of relief to them as they feel totally depended on their poor parents.
The Union Government is worried over the way in which these vacant posts are kept as unfiled for the years together and the dispensation and even the elected representatives did not give a damn to such crisis of unemployment in the state that have taken a dreadful shape of epidemic. A senior official of the Union Government briefed this and at the same time , hestated that the Union Government may also come out with the detailed facts and the figures and will make the same public in which the people of the state will be made aware about how the elected representatives left the educated jobless youths in lurch, doing about for themso that they can earn the livelihood. Very soon, theunion Government may order a PROBE in the entire inordinate delay that was done during the tenures of the popular governments in J&K over the reasons why the posts in thousands were kept as unattended and unfiled.
This will be a trichy affair indeed now. It can lead many at the helm in the J&K red faced and they would be completely exposed before the public. It is in this backdrop, the recruitment agencies in J&K would start the entire process of the recruitment of the educated jobless youths of the state very soon resulting which the rest 20% of the militancy shall be curbed as the 80% of the militancy in the state has been wiped out already as claimed by the Governor Satya Pal Malik. Since now the administrative control of the J&K UT will rest with the Union Government effective from October 31 and onwards, a well considered strategy is to be evolved by the government so that no body can do the corruption in the days to come. Inorder to save the wealth of the state , no corrupt officers shall remain the UT set up. The present Governor Satya Pal Malik being a dynamic man be given a chance to serve the astate more in the capacity of the Lieutenant Governor of the J&K UT as there will be good chances for the J&K UT to flourish more and more and the checked militancy may not erupt once again.
This is the demand of the hour to build Naya Kashmir under the kind control of Satya Pal Malik.
