Logjam and stalemate an insult to Maharashtrains’
Omkar Dattatray11/16/2019 10:23:51 PM
The recent logjam and stalemate can best be described as the insult to the people of Maharashtra and their pride. The political stalemate is due to the rigid attitude of the two parties - BJP and the Shiv Sena. The shrewd voters of the state had voted for the alliance government of BJP and Shiv Sena but these parties have ditched and insulted the electorate of Maharashtra and this will give a strong set back to these political parties in the long run. Through the people of the state have not given an overwhelming mandate to the two parties but they have given a clear mandate to BJP-SS alliance to form a stable government .Yes there are no permanent friends and foes in politics and in the sphere of politics anything can happen and anything is possible. It can also be said that in politics there are strange bed fellows. The Shiv Sena's adamant stand and its insistence of the 50-50 formula and the usurping of the coveted post of the prime minister have come in the way of forming a coalition government by BJP and Shiv Sena. For the power opium and greed of Chief ministership for his son Aditya Thackery, Shiv Sena Supremo Uddhav Thackeray has parted ways with its old friend BJP. He sacrificed the thirty year old friendship with BJP at the altar of power politics. The Shiv Sena leader Uddhav Thackeray can best be compared with Drathrashtra of Mahabharat. Both Uddhav Thackeray and Drathrashtra desired their son to be given the rule and this led to the war of Mahabharata and in the present case war between the BJP and Shiv Sena for the sake of power. Even ideologies are being sacrificed for power and the greed of making Aditya Thackeray as the king of Maharashtra. In doing so the government formation is the first casualty. Thus the political stalemate is an insult to the shrewd voters of the state. People of Maharashtra will punish the political parties for not giving government to the people. Governor as per the constitution has given time and asked BJP, SS and NCP to muster the required number to form a coalition government. These parties could not get the magic figure of 145 to form an alliance. The governor did not ask the national party of congress which has 44 seats in the assembly to form a coalition. Opposition parties allege that the governor Bhaght Singh Kushayri worked at the behest of BJP and hurriedly recommended the presidential rule to central government. The NDA government in haste accepted the governor's recommendation and referred the same to the president for assent .President has given his approval to the case as per the provisions of the article 356 of the constitution. The governor owes an explanation to the people for not giving equal time to all the parties who were asked to form a government. President's rule is an exception and not a rule and is no alternative to the popular government. As the assembly has not been dissolved and therefore the political parties are free to do permutation and combination to form an alliance government as per the mandate given by the people. The BJP, SS, NCP have failed to get the support of the required number to form a coalition. Thus the state has been kept under president's rule. The presidents rule is a temporary arrangement and no alternative JP, SS, NCP, AN for a peoples government. The imposition of the president's rule in this way is in contravention to the Supreme Court verdict in SR Bommai case in which it was held by the court that assembly is the proper forum to prove the majority and not the governor's house. Moreover the allegation that the governor is working on the directions of the NDA government is disturbing and it undermines the office of the constitutional head that the governor is. All the political parties including BJP, SS, NCP and Congress have let down the people of Maharashtra and it amounts to insult to people and the political parties will have to pay a heavy price for this indecision and stalemate for selfish interests. NDA government should come clean on this controversy and the political parties have a responsibility to ensure that the election is not again foisted on the people. Since the parleys are going on between the SS, NCP and Congress for a tripartite coalition government in the state. The talks are taking place on the common minimum programme and it is hoped that a coalition government will be in place in Maharashtra and the political uncertainty will end very soon.
