Assam on Boil | | | Dr. Amar Chand Bhagat
Burning turmoil has spread over in Assam after the passing of the controversial Bill i.e. Citizen (Amendment) Bill 2019 / Citizen Amendment Bill (CAB), of course it has now become an Act. / New law called as Citizen (Amendment) Act, 2019 (CAA). Similar situation is witnessed in many parts of the country as well, which is indicative of a signal that some flirtation has taken place with sanctity and soul of both constitution and democracy and the democratic system is virtually disturbed in many regions of the country. It is not opposition in Assam but it is revolt in Assam and too many media channels are not showing this. Would not the people in Assam be surprised while their TVs are not showing the facts and question themselves as to whether it is TV of their own country and is there anybody to understand their worries ? What happened on 12th December in Guwahati ? Curfew was imposed. Ten people breaking curfew becomes a breaking news and see what happened here, even if five people violate curfew, life is at stake. Ten thousand people were on roads in Guwahati protesting against the said controversial Act. Police opened fire to hold back the protesting mob. Public had broken the curfew. No political party can manage the public to resort to such a large scale protest as there were rumours that it is Congress who is managing (this agitation), which out rightly cannot be accepted as in Assam this party has no hold . In Assam, in the given circumstances, it is not possible for the Congress to manage a meeting of even 500 people. The factual position is that the entire social fabric has stood against the said controversial law i.e. CAA. Students in Assam have taken command in their hands. All political parties have been pushed to wall. Such a large scale protest is taking place in Assam and if media people and authorities at the helm of affairs, make blind eye, then it will not be a step to pave way to provide justice to the people of Assam. Some irrelevant and insignificant issues like MAKE IN INDIA , RAPE IN INDIA are being raised un-necessarily in the parliament and are being discussed, which is nothing but a mere wastage of time and at the same time it seems to be an attempt by some political parties to deviate public from core issues. This time a huge part of the country is on fire. It is urgent to know as to what is happening in Dibrugarh, Joraath, Shiv Sagar. Very violent clashes have taken place on Sunday i.e. on 15 th December in Jamia Nagar and there are reports of forceful entry of Delhi Police in the student hostels of Jamia Milla University and police reportedly resorted to lathi charge and many students were injured. There have been clashes in Ali Garh Muslim University and on both protesting students and police have received injuries. Clashes have taken place in other parts of Delhi. Over all Delhi is also burning, besides many vehicles have been put on fire there. In West Bengal and other parts of North-Eastern states too reports of protests and clashes have been observed. There is over all disturbances all around. The Citizen (Amendment) Act, (CAA) is being opposed with two angles. On one hand Muslims of the nation at large are alleging that the government is targeting them and is treating them as tenants. Here is one historical example that in the same manner once upon a time when Jews were asked to fix a star on their Jackets they wear and whenever they come out of inhabitations, they must wear such Jackets with star and then later how these Jews were subjected to genocide in Germany, history is witness. In this way once such distinction of Tenant and Owner, Muslim and Non-Muslim occupies a space in this law, then what ultimately will happen, is not known. On the other hand the opposition being shown by the Assamese is different. Majority of the Muslims in the country are being excluded with an un-fair manner from this benefit (of citizenship) and the mainstream public of Assam alleges that they are being included by an un-fair manner. Remember the Movement that had taken place in Assam and the Asamees were designated as foreigners and were ordered to be ousted from the country, however, in 1985 the matter was resolved mutually and it was decided that immigrants who have infiltrated up to March 1971, be allowed to remain in India and whosoever infiltrates after the above prescribed date, for such people identification will be carried out and likewise government will declare as foreigners or not. During initial years nothing happened and now it happened in the shape of NRC. Nineteen lakhs of people have been identified as illegal immigrants (say foreigners). Now what will be repercussions of this bill, may prove to be most dangerous. Government was on the job for the last three years, thousands and lacs of crores of money was spent and finally 19 lakhs of people were declared as illegal immigrants / foreigners. Among them who is Hindu, Christian, and who will come from Bangla Desh to settle in Assam etc. are all things to say, main issue is of Hindu-Muslim. It is the duty of any government in any democratic set up to look-after its subjects and not to put them in trouble. The culture and civilization of India is totally unique, different and of course matchless in the world. It is worth to recall speech of Swami Vivekananda delivered in Chicago on 11th Sept. 1883 which was applauded in the first Para (of speech) itself and the audience gave their big hand and this speech left its deep impact in the hearts and minds of the entire humanity of globe. Swami Vivekananda said, "I have come to represent one religion that realizes and accepts the truth of other religions, and I have come here to represent a country (reference to India) that has always provided shelter to the needy- to whatever region or country such needy belong to". This is the spirit of India. But unfortunately, in this case, such spirit is missing. Initially this government promised that they will provide shelter, but to the immigrants people of three countries only i.e. Afganistan, Pakistan and Bangla-Desh. But again a question arises as why citizenship to immigrants of these three countries only ? Why not to others ? Was criterion of touching international boundaries taken in to account ? And if it is so, then boundaries of Myanamar, China, Nepal, are also touching boundary of India. All such developments have shaken the very soul of Indian constitution and the democracy. It is the need of the hour to go back to the ideals of Indian value system which accepts and respects the differences of various religions, castes, classes etc. The practice of assimilation of people into one big hole and thus creating a pseudo-pure race should and has to be condemned in every way. It will be imperative thus for all the Indians regardless of any religion, class or caste to come up and to speak for any kind of discriminatory act being practiced anywhere in the Subcontinent. Thus at this time of tension and insecurity, it has to be a moral duty of all the structures of the state and the common masses to stand shoulder to shoulder with the people of Assam who are facing the threat of being shunned away from their very identity. This is the only way true democracy will be prevailed. |
