Mere 10 percent of legislators would form next cabinet in Jammu & Kashmir | Transition from state to union territory belittles role of politicians | | JEHANGIR RASHID Early Times Report SRINAGAR, Jan 01: With Jammu & Kashmir getting transformed from a state to a union territory from October 31, 2019, the political parties as well as the leaders of different mainstream political parties have very little role to play in the coming future. Since the post of Lieutenant Governor is considered to be the powerful post in a union territory the post of chief minister of that particular union territory is belittled. The chief minister is no more than a 'sub-servant' to the Lieutenant Governor with the later calling the shots on most of the occasions. A political analyst while talking to Early Times said that perfect example of collision between a Lieutenant Governor and chief minister is Delhi. The Lieutenant Governor of Delhi Anil Baijal issues orders much to the discomfiture of chief minister Arvind Kejriwal. "There are maximum chances that the chief minister of Jammu & Kashmir might scratch his or her head on most of the issues confronting the union territory. The basic reason for the same is that the Lieutenant Governor and the chief minister are on a path of collision in a union territory with consensus eluding the two," said the political analyst. Since in a union territory the council of ministers is not more than 10 percent of the total strength of the assembly few legislators would make it to the cabinet as and when the elections are held in Jammu & Kashmir. Under this arrangement there can be a maximum of nine ministers including the chief minister in Jammu & Kashmir. "In the past we would have 20-25 ministers in the cabinet of Jammu & Kashmir with some being cabinet ministers, others being ministers of state with the rest being the ministers of state with independent charge. All these things would go now since Jammu & Kashmir is a union territory with handful getting cabinet berths," said sources. Sources said that since there is no legislative council under the new arrangement there would be no rehabilitation of the politicians who cannot make it to the legislative assembly. They said that these people who have lust for power would have to eat humble pie as they cannot be adjusted in the erstwhile upper house of Jammu & Kashmir legislature. "Over the years the legislative council had come up as a rehabilitation centre with benefits being showered on politicians who wanted to enjoy power by any means. Since the legislative council has been abolished there is no chance for rehabilitation or absorption of the power hungry politicians," said sources. The elections for Jammu & Kashmir assembly are scheduled for October 2020 with the elections last time being held in October-November 2014. Since the special status of Jammu & Kashmir has gone the duration of assembly would be five years now and not six years. |
