Administrative inertia plagues CUK, fails as premier institution

Srinagar, Jan 30: The Central University of Kashmir (CUK) which was once touted to become Valley’s premier higher educational institute with Ministry of Human Resource and Development pushing the newly established institution in 2010 as a panacea to the booming human resource capital of the valley.
But nine-years on, the journey of the university has taken a sharp detour down the hill. The university is grappling with a host of administrative problems triggered by an incompetent management headed by Vice-Chancellor and Registrar. “The Vice-Chancellor is retiring in the coming months and he is only beating his retreat while as the current Registrar has been appointed on a temporary arrangement. None of them have the professional acumen to handle such sensitive positions,” a CUK employee wishing not to be named fearing reprisal said.
“Their incompetence in taking critical decisions have destroyed the functioning of the university and the morale of its employees…there is no stability in the top-tier management,” the employee added.
The university has around 16 departments in its kitty with more than 2500 students on its rolls, 75 teaching and around 70 employees of non-teaching administrative staff.
Presently, the university functions from make-shift prefabricated huts which are being glorified under the name of environment friendly ‘green campus hut-ments’ and lack proper heating arrangements and requisite infrastructure.
“Some of the huts were damaged in the recent snow storm forcing the employees to workout other arrangements. Most shocking is the fact that some departments/offices of this prestigious institution have been operating out of a hospital building,” said another employee who also wished to remain anonymous.
The erstwhile CUK campus was functioning from a concrete complex located in the outskirts of the Srinagar near Nowgam and was shifted at the behest of the Vice-Chancellor just to stay in the good books of local mainstream political parties for pleasing their vote-bank. The decision has already resulted in huge inconvenience to students as well as staff.
“Its not that we don’t have funds to make a full-fledged campus just like university of Kashmir, we have surplus funds but they lapse every-time because Vice-Chancellor has zero appetite for taking any initiative. His go to answer to a full-fledged campus is the non-availability of suitable land and if that is the case why was the university shifted in such haste in the first place,” the employees added.
“All the employees have been brow-beaten into submission and union members rendered paper tigers. The registrar with the blessings of the VC has created such an atmosphere that threats, intimidation and coercion has become order of the day. They are running this university like a Mexican drug cartel,” the employee said. The employees also alleged nepotism becoming rampant.
Some of the employees had left Kashmir University and other similar institutions for greener pastures at CUK.
“Even our allowances/arrears which we used to receive have been stopped on flimsy grounds. The non-serious attitude of the management is also taking the toll on the careers of the university employees who are now actively looking for alternate career options with some of them having already left the institution,” the employees added.
The only area where Vice-Chancellor has been proactive in his approach is for his foreign tours and out of UT trips, the employees added.
The employees are now mulling to approach MHRD for urgent intervention and save the CUK from further ruin.
“We are in the process to write to MHRD for the same and also chancellor of the Kashmir University, Lt Gen Ata Hasnain who is also missing from the picture since being appointed the chancellor, and we will also be writing to Lt Governor Girish Chandra Murmu,” the employees added.
