Cronavirus: HC issued more instructions to Registry, Subordinate courts | | | Early Times Report
Jammu, Mar 20: In a bid to control the novel Coronavirus (COVID-19) outbreak, the Jammu & Kashmir High Court on March 16 had decided to restrict its functioning to urgent matters, today issued additional instructions to Registry and Districts Courts. According to the Circular issued by Sanjay Dhar Registrar General today that Next date of hearing of cases listed in Advance List of the High Court shall be published in the Advance Cause List and in case of urgent matters, parties/counsel shall, after informing the opposite parties/counsel, send Urgency Memo through e-mail to the concerned Registrar Judicial by 3.00 pm of the previous day of the date on which the matter is listed and upon satisfaction about the urgency, the Court may hear such matter(s). Provided that in the Srinagar Wing of the High Court, mentioning of urgent matters shall also be entertained by presenting hard copy of the Urgency Memo before the Registrar Judicial. It has been further directed that the Jammu and Kashmir State Judicial Academy shall suspend all its training programmes till 31st March, 2020. In order to de-congest the sections/rooms of the Registry and on account of suspension of public transport by the Government in some districts, the officials working in the Registry, shall be permitted to function in batches on rotation basis till 31st of March, 2020. The roster in this regard, shall be formulated by the concerned Registrar Judicial for the two wings of the High Court and for the moving wing, the roster shall be formulated by the Registrar General. The officials, who are not on duty in the office, shall remain available on telephone and electronic means of communication at all times. The additional instructions for the District Courts that all the Courts under the jurisdiction of the High Court of Jammu and Kashmir would take up only the matters requiring urgent hearing till 3 1st March, 2020 and rest of the matters would be adjourned and in order to decongest the sections/offices of the Courts and on account of suspension of public transport by the Government in some districts, the officials working in the Subordinate Courts, shall be permitted to function in batches on rotation basis till 31st of March, 2020. The roster in this regard, shall be formulated by the concerned Presiding Officer of the Court. The officials, who are not on duty in the office, shall remain available on telephone and electronic means of communication at all times. In the circular it has been further said that the unit criteria applicable to the subordinate courts would remain suspended for the month of March, 2020. Meanwhile on the instructions from Chief Justice Gita Mittal who is also Patron-in-Chief J&K SLSA and Justice Rajesh Bindal, Executive Chairman J&K SLSA, the J&K State Legal Services Authority is making synergetic efforts with the Government of UT of J&K to mitigate the current global health emergency which has arisen due to outbreak of Novel Coronavirus (COVID-19).
