J&K likely to get Domicile Law by end of this month | GoI finalises preparations, formal announcement soon | | Early Times Report jammu, Mar 20: Jammu and Kashmir is all set to get a Domicile Law by end of this month, sources told Early Times on Friday. The Domicile Law will ensure protection of land and jobs for the permanent residents of the erstwhile J&K State. "The Central Government has finalized the draft and announcement is likely to be made soon" sources added. The Central Government, according to the sources, considers the introduction of the new law as a major confidence building exercise. "It will play a very important role in giving impetus to the political activities in J&K," sources added. Meanwhile, as per the reports, the government is all set to issue the orders pertaining to domicile rights of the people of Jammu and Kashmir. "The officials are examining whether the Government of India needs to notify it or if it can be done by the J&K administration itself," sources said. It's in place to mention here that on August 5, 2019, the Government of India scrapped Article 370 and Article 35-A---both these constitutional provisions used confer certain property and job rights to the permanent residents of Jammu and Kashmir. However, after more than seven months of clampdown and its efforts to bring back normalcy, the government foresees the need for official orders to protect land and jobs of the locals as it can restore peace and confidence of the people. The Domicile Law, according to the sources, will protect the rights of locals. "This law will address the concerns of the locals to a great extent," they added. Even the team of former Jammu and Kashmir legislators led by former Minister Altaf Bukhari met Prime Minister Narendra Modi in New Delhi last week and sought protection of land and jobs for the J&K people. The new party termed it as the "most important issue" that can be addressed by tangible legal and constitutional safeguards that can be put in place by virtue of which protection of Domicile Rights including that of reservation for the permanent residents of Jammu and Kashmir in the matter of employment and that of admissions to professional courses is ensured. A blend of models like Nagaland, Manipur, Mizoram, Arunachal Pradesh, Assam, Meghalaya, Uttarakhand, Himachal Pradesh, and parts of Jharkhand and Chhattisgarh can provide solution for protection of these rights of the residents of Jammu and Kashmir. |
