Anantnag, May 26: A group of people from Mattan area of South Kashmir’s Anantnag district Tuesday demanded complete desilting of famous Chaka Nadi and urged district administration to remove illgal encroachments for its complete restoration. “Chaka Nadi, that originates from famous Martand temple Spring, has been encroached by influential people at various spots from Mattan to Sarnal Anantnag while as the Irrigation department too has failed to maintenance canal,” residents told Early Times. They urged irrigation department to remove the silt from the canal and restore it,” they said, adding Irrigration Department was desilting other minor canals but ironically continue to ignore their repeated pleas. As reported earlier-from Mattan to Sarnal Payeen-the Chaka Naddi has been encroached due to which its carrying capacity has shrunk. Originating from famous Martand temple Spring, the Chaka Naadi flows through Mattan, Iqbalabad, Munzhama, Sarnal-Bala, Sarnal-Payeen, K P Road Anantnag and finally joins river Jehlum. Local residents, who had lodged multiple complaints, alleged that the administration was using delaying tact’s only help some influential encroachers. “Jammu and Kashmir High Court directed Anantnag District Administration and concerned department to remove all encroachments on canal and restore it but the authorities didn’t act,” they said. Residents said that during 2014 during floods Chaka Nadi canal created havoc due to the encroachment and not only devastated standing crop but also damaged some residential structures. They said after floods, Irrigation & Flood Control started a drive and axed three trees along the canal, however after few months, a group of farmers again encroached the canal by planting trees on the embankments of canal. Despite our repeated pleas, they said, Revenue and Irrigation & Flood Control department took least interest in resorting canal to its original position according to the directions of High Court. On multiple occasions the revenue authorities promised to have sought reports from their field functionaries but encroachers continue to choke the canal. Tariq Ahmad Dar, Executive Engineer Irrigation Department Anantnag told Early Times that it wasn’t possible at the moment to remove the silt from the canal. “This year we completed desilting canals next time we try to put up it in our annual plan,” he said. However an official from the same department, who wished not be named, said that particular canal isn’t being looked after by the department. “Canals of are two types-Irrigation and Non-Irrigation. Department only maintains irrigation canals and non-irrigation canals are being maintained by people voluntarily. First the residents must approach competent authority and get it transferred to the department,” he said. The officer that in past they had received directions from the Jammu and Kashmir High Court but filed a reply and informed that court that the department wasn’t maintaining it. “Revenue record of the canals lies with revenue department and not with Irrigation Department therefore revenue department can get the encroachments removed,” he added.
