Many irrigation schemes fail to fulfill desired Cost Benefit Ratio | Queer ways of Irrigation Deptt | | EARLY TIMES REPORT
JAMMU, May 26: The casual approach adopted by the Irrigation Department has led to the situation where many schemes taken up by the department have reportedly failed to fulfill Cost Benefit Ratio (CBR) due to which the projected irrigation potential couldn’t be utilized despite spending crores of rupees on these schemes. Moreover, many irrigation divisions of JK UT have not calculated cost benefit ratio even after the completion of schemes, which clearly exhibit the non-seriousness of the concerned department for taking these projects as most important from creating more irrigation potential through these schemes failing the farmers to get irrigation facility. Sources told Early Times that it is mandatory on the part of the Irrigation Department to calculate Cost Benefit Ratio after completion of any project, which actually the summary of the overall relationship between the relative cost spent on a project and the benefits of a proposed project. Sources in the Department informed that if a project has Cost Benefit Ratio greater than 1, the project is expected to deliver positive benefits but out of 35 completed schemes the Cost Benefit Ratio (CBR) achieved in respect of 15 minor irrigation schemes was less than 1. They further informed the failure of the department in getting desired benefit out of these schemes can be gauged from the fact that against the cultivable command area of 5000 hectares, the irrigation potential utilized was 1200 hectares from above mentioned schemes. The reason behind for not achieving targeted benefit was that these schemes were not taken up in a planned manner and without fulfilling all the prerequisites. |
