Backdoor appointments: RDD retains blue eyed computer operator, disengages 223

Jammu, June 30: The Rural Development Department (RDD) resorting to double standards while disengaging backdoor appointees in Rajouri district has triggered a row.
According to the details available with Early Times the then Governor of J&K, N N Vohra, had directed the RDD to cancel all the backdoor appointments in Rural Development Department in August 2018 following which 224 computer operators were disengaged but one “blue eyed” operator was retained for the reasons best known to the officials.
Sources informed that despite clear-cut orders to discontinue all the engagements made under MGNREGA in contravention of rules/guidelines, the blue eyed computer operator managed to carry on with his job. “Govt in 2018 had cancelled 224 backdoor appointments of GRS, computer operators in district Rajouri”, they said. “Kindly refer to you letter No.DCR/2019-20/DVO/783 dated, 10-01-2020. In this connection, I am directed to say that selection/engagement made by the committee in respect of a Computer Assistant/ Operator was in violation of standing rules and the Department has already issued Govt order No.203 dated.09-08-2018 to discontinue all the engagements made under MGNREGA in contravention to rule/norms/guidelines in vogue and without following due procedure. You are requested to discontinue the concerned and a compliance report in this regard be sent to this department by before 08-02-2020”, reads a letter number RDD/CPUGRAMS/18/2019, dated 03/02/2020 signed by Under Secretary to Government Feroz Ahmad Mir.
Sources said that the was action taken on the basis of a complaint lodged by Narinder Kumar against different yardsticks adopted by the department to deal with the cases of backdoor appointments.
“The then Governor J&K State, N N Vohra in August 2018, directed the Commissioner/ Secretary, RD&PR Department Sheetal Nanda to take cognizance of the matter and quash all such backdoor appointments made illegally on the political and other considerations in district Rajouri during past three years as well as in other districts. Accordingly, the government vide its order No. 203-RD&PR of 2018, dated 09-08-2018, directed that all the engagements made under the Scheme in contravention to rules / norms/ guidelines in vogue and without following due procedure shall be discontinued with immediate effect”, sources said, adding that services of all the backdoor appointees were discontinued, except this computer operator.
Deputy Commissioner Rajouri Mohammad Nazir Sheikh didn’t answer repeated phone calls by this scribe for his comment on the issue.
