Low-rung officials’ overstaying in the government offices is an issue which the administration needs to address.
In the erstwhile J&K State clerical staff remaining posted at one place for years together was a routine. The political regimes were least interested in addressing this contentious issue.
Officials’ remaining posted at one place for a longtime promotes corruption and empowers these people to call the shots.
According to the transfer policy, minimum tenure of a government employee on a post should be two years and a maximum three years. Officials who are not influential do get transferred within the stipulated period but the ones who enjoy the backing stay at their places of posting for as long as they want.
Many things have changed since J&K’s transition into a Union Territory but the one thing has remained unchanged i.e. that the overstaying clerical staff continues to run the important offices. People who stay at their places of posting for a long time develop stakes in a particular department as they build up the tendency of doing any work according to their whims and fancies.
The government not paying much attention towards this issue has made the low –rung officials complacent they have started believing that they can get away with anything.
We come across news reports about officials staying at their places of posting for decades. The big question is why these officials in the past were not touched? And why had they become holy cows?
The LG’s administration should take note of it and act. Since the day LG Manoj Sinha has taken over the reins of Jammu and Kashmir, he has tried addressing many issues. But this is a burning issue needs to be addressed without any delay.
Bureaucracy is not only about the top officials, low rung officials are an important part of the official machinery. The system cannot become clean till the problems at the lower level are addressed. The mission of providing good governance to the people of J&K cannot be accomplished till the basic issues are resolved.
After August 5, 2019, things have changed drastically, the government employees, who used to think that they are above the law and no one can touch them have realized that there is nothing like being indispensable. “Operation Clean –Up” at the lower level is the need of the hour and it cannot be delayed or ignored.
