Panchayat officer recommends vendor to subordinates | Procurement of sports kits | | Saahil Suhail

Anantnag, Sept 29: Bizarre! The District Panchayat Officer (DPO) Anantnag has issued a communiqué to his subordinate officials and ‘requested’ them to go through the pro-forma bill submitted by a businessman in his office for shipment of sports kits which the department is procuring under Back to Village Program. “Block Development Office all for information and necessary action with request that Kardoo Sports (registered under GeM Portal) have submitted pro-forma bill regarding sport kit, you may kindly go through the paper and ensure best quality and quantity sport kit for distribution among players,” reads District Panchayat Officer’s letter a copy of which lies with Early Times. Official sources revealed that the officer in question was allegedly lobbying for the businessman so that he can get the procurement order in Anantnag district. “This businessman is trying hard to get the procurement order of each Panchayat halqa as he is the only vendor who has registered himself with the GeM portal and the same thing was communicated by the DPO to Block Development Officers,” an insider revealed. The government had sanctioned grant of Rs 10 lakhs for each Panchayat for execution of Back to Village works under third phase in Jammu and Kashmir. An amount of Rs 2000 out of the amount was specifically earmarked for purchasing sports kits in these Panchayats. With 16 CD blocks, Anantnag has 335 Panchayats and 2537 Panchayat wards However, few officers in Anantnag have reportedly refused to oblige District Panchayat Officer’s request and have invited quotations from vendors for procurement of sports kits. Sources also revealed to this newspaper that in a few blocks, the officers have floated faulty tenders/quotations as they haven’t mentioned clearly the specification of the sports items that the department has supposed to procure. District Panchayat Officer Anantnag, Abdul Rashid on being contacted admitted that he has issued the communication to all Block Development Officers. However, he refuted the allegations that he recommended the vendor to them. “I received the pro-forma bill from a vendor who is registered with GeM portal and forwarded the same to subordinate officers and requested them to go through the paper,” the DPO told Early Times. He however said that none of the officers has ‘obliged me’ and instead have decided to procure the sports kits at Panchayat level. The DPO said that GeM portal registration and GST registration is compulsory for all those vendors who are willing to supply sports items to the department. |
