SE surrenders before his subordinates | | | RAJESH TANDON EARLY TIMES REPORT
POONCH, Oct 9: The Superintending Engineer Public Works (Road and Building) Department, Poonch- Rajouri range has virtually surrendered himself before his subordinate officials, who deliberately overlooked his orders. Sources told Early Times that some applicants had filed three same RTIs from time to time with the department seeking information about development works executed by the department but shockingly information seekers didn’t receive replies from the department. When the applicants approached the SE PWD regarding this matter and lodged their complaint, the official directed his subordinates to provide replies but astoundingly the junior officers denied to comply with the order. It has been observed that many officials including a Junior Engineer in Nowshera, who has been seen flaunting his close connection with concerned SE PWD and saying that nobody can harm him until he is present on the chair. “SE PWD, who is the head of the department in both the districts of Pir Panjal seems to have no control over the monopoly of his subordinates. He is also following his subordinates in violating the said RTI act,” they said. As per sources within the department, huge blunders took place in the construction of the Civil Secretariat building in Poonch town, laying of optical telecom cables in both the districts of Pir Panjal, installation of belly bridges and their removal. Accordingly, RTI applicants approached both the Executive Engineers of Poonch and Rajouri to provide the whole detail. Sensing trouble, both the XEn’s violated the said act. Now, SE PWD, who is the immediate boss of both the X.En’s doing nothing and it seems that he is also a non performing entity in the department and government needs to take action against such an officer who has given a free hand to his subordinates for indulgence in wrong acts. When Early Times contacted SE PWD, in this connection, he said that he had ordered all the XEns to give a reply to RTI. He further said that the applicant should also make first appeal to him regarding delay in the RTI replies only then he would take action against the officials for not complying with the RTI act. |
