JKEEGA urges LG to implement SAC decisions | | | Early Times Report
Jammu, Oct 10: The Jammu and Kashmir Electrical Engineering Graduates Association [JKEEGA] has appealed Lieutenant Governor MK Sinha to implement the decisions of State Administrative Council. The meeting was held under chairmanship of Sachin Tickoo, General Secretary along with Ashok Kumar Dubey, Vice President, MP Singh,Provincial Secretary, Rajeshwar Jamwal, Provincial Publicity Secretary, Yash Paul, Organizing Secretary, Purshotam Sharma and Vipul Sharma Treasurers today held a meeting of the Executive body. Threadbare discussions were held on the concerns raised by the Executive Engineers of the Jammu Power Distribution corporations vis a vis the non-allocation of sufficient funds and manpower to carry out the repair of the transformers and maintenance/upkeep of the ever increasing assets of the Power distribution network. It is worthwhile to mention that since the unbundling of the department into various corporations has taken place, the distribution corporations have been deprived of the funds earlier allotted to them under the District plan and a meager amount under the Grant in Aid mechanism from the Civil Sectt. is allotted which is insufficient to meet the demand for carrying out the upkeep and repairs of the assets being managed by JPDCL. JKEEGA strongly emphasized that in order to carry out the redressal of the Greviances raised under the Jan Sunvayi Abhiyaan and Back to Village programmes, funds are needed and the redressal can’t be carried out without allocation of the funds under the maintenance heads, also under the District Plan as existed prior to unbundling into corporations. The matter needs to be taken up on priority as the success of these programmes is possible only if the greviances vis a vis the Power scenario are addressed by Field functionaries. The field functionaries have time and again brought to the notice of the Managing Director JPDCL about the lack of adequate funds to carry out the desired maintenance works and requested for taking up with the Finance Department to restore the erstwhile system of regular budgeting instead of Grant in Aid mechanism as Power Development department has a major role in executing the grievance redressal activities as envisaged under the aforesaid programmes. The members vehemently urge the LG administration to fulfill the essence of creating corporations by undertaking the reforms as were envisaged under the corporatization plan. The Govt had constituted committee for reorganization of the department and the report accepted by the Government and State Administrative Council in this regard had mandated to address the manpower issues vis a vis the huge increase in the assets of the Power Dev. Department over the years in order to deliver quality power to the consumers. Moreover basic administrative reform of creating the enforcement wing in the corporations and deputing Police officers/officials which would have assisted the technical teams in checking the illegal hooking, thefts and plugging the leakages and create deterrence among the illegal practices by certain consumers has also not been implemented. JKEEGA appealed the Lt.Governor and Principal Secretary PDD to kindly intervene for resolving the genuine issue raised by the association in order to not only streamline the working of the corporations but also to address the concerns of the field functionaries across rank and file of the Power Development department. |
