Finance Deptt to initiate action against R&B engineers for violating norms | Macadamization fiasco! | | SAAHIL SUHAIL

SRINAGAR, Oct 18: The Finance Department has decided to initiate Regular Department Action (RDA) against the engineers of Roads and Buildings department for violating the norms during the execution of macadamization works after the Anti-Corruption Bureau (ACB) intensified its probe. According to an official communiqué, a copy of which lies with Early Times, the Finance Department has decided to impose heavy penalty on those engineers who have executed the works without floating tenders. The department has decided to initiate penalty proceedings for taking up works without getting the administrative approval, technical sanction and in violation of budgetary provisions. The official communiqué titled ‘Procedure for clearance of liabilities related to macadamization for the period from 2015-2016 to 2018-2019’ is addressed to Principal Secretary Public works (R&B) Department and a copy has been dispatched to Commissioner Secretary General Administrative Department. A copy of this communication [FD-VII-Coord/59/2019 dated 21-08-2020] has been sent to the Director, ACB and Chief Secretary’s private secretary. Official sources revealed that the primer anti-graft agency may close its probe against the R&B department now after the government authorized the Finance Department to initiate action against the engineers. The Lieutenant Governor Manoj Sinha has also endorsed departmental action against those engineers who violated the norms during the execution of macadamization. “This issues with the approval of the Hon’ble Lieutenant Governor,” reads the above quoted official communiqué. As reported earlier, the macadamization of roads in Jammu and Kashmir came under the scanner of Anti-Corruption Bureau (ACB) after numerous procedural violations that were made in the allocation of macadamization works surfaced. The R&B department had allegedly allotted macadamization works to blue-eyed contractors without following the procedure and created a liability of over 500 Crs across Jammu and Kashmir. In Kashmir division, Roads and Buildings Department owes Rs 364 crore under different heads to contractors. The ACB had last month sought reports from chief engineers of Jammu as well as Kashmir division about the status quo of construction works that were executed from 2015 to 2018 and even carried out ground verification of these works across Kashmir. |
