GUPKAR DECLARATION GANG
10/30/2020 11:48:34 PM

Surinder Koul

By this age, Dr Farooq Abdullah, former CM and Union Cabinet Minister, ought to have been with a rosary in hand thumbing each bead with the name of Allah. His civility is more for the glamour of power politics and ostentatious lifestyle. Dr Abdullah is not the only one such politician. Many Indian politicians cling to power, despite having infirm, falling health, incapacitated by physique condition for the lust of power. On the bases of moral and ethical values, the Indian cultural heritage envisages that at the receding age of the life one need to pass time in service of the society and Godhood. The current political class of leaders do not fall in the category of self-evolved and enlightened persons who are not prepared to shun the glamour of power and pelf for younger ones to step in their shoes.
The recent Gupkar declaration propounded by the valley-based main political parties/groups led by Dr Farooq Abdullah, National conference president for the restoration of article 370 and 35A in the state is an attempt to consolidate their position after their release from house arrest. It looked more valley-based political gang, instead of whole regions of Jammu or Ladakh, including all sections of people. No political representative either from Jammu or from Ladakh or of minority communities was in the meeting held at Dr Farooq Abdullah residence. They looked more bewildered, less focused as if there was no commonality of the issues raised. The motley group of leaders consisted of four political families of Kashmir and some individuals with divergent ideologies which are devoid of any public following in the valley. People are conscious of their land scandals and misrule.
Dr Farooq Abdullah among the young generation group leaders was like patriarch donned in a cap similar like worn by late Col Gaddafi of Libya, than a seasoned politician. Politics in the State was the prerogative of the politicians belonging to the valley. Central Govt. leadership helped in gravitating politics to Kashmir centric at the cost of Jammu and Ladakh political interests. Consequently, no parallel political voice in Jammu and Ladakh could emerge to counter the political bossism of Kashmir leadership. That was why; abrogation of the articles has pinched the valley politicians more than the political persons of the other two regions. Before fighting for the reestablishing of Art 370, 35A to the state of Jammu and Kashmir, politically within the Indian constitutional limits, Dr Farooq Abdullah, has issued a poignant statement which was equals to an anti-India stance. Controversial utterances are the part of Dr Farooq’s political personality till date. Soon after he took over the CM ship of J&K, after the demise of Late Shiekh Mohd Abdullah in Sept 1982, he opened his inning with the recasting of resettlement bill in later months of 1982. Though the bill had adverse ramification on national security, economic progress and unlocking of flood gates of immigration from across the border, yet he dared to breach the sovereignty of the country. The then Governor late B.K.Nehru did not give his approval but referred the bill to the president of India, who in turn sought the intervention of Supreme court of India, on the bill. As a nominated CM, his disgraceful and obstinate act was to nudge NC cadre for holding anti-Congress showdown by pulling their pants down, while late Indira Gandhi was addressing the election campaign in 1983 at Iqbal Park, Srinagar. He further add wrath to state and central relation by his peevish and contrary activity on being present in All India Sikh Student Federation camp and his secret sorties to Amritsar for his links with suspicious Sikh movement supporters. Khalistan Sikh movement sponsored by Pakistan was at its peak at that time in Punjab. In Oct 1983, the cricket match between India and West Indies played in Srinagar at Amar Singh club was disturbed by a subversive group. These subversive elements dug the cricket pitch at Amar Singh Club in the afternoon hours and hooted Indian players and threw discarded articles on them while fielding along the fence. The match was conducted in Kashmir purposely to boost tourism and economy in the state. In July 1984, Dr Farooq’s administration was taken unaware of Sikh youth agitation in Srinagar, which culminated in the attacks of the Hanuman Mandhir, Amira Kadal, looting and setting on fire the Nirankari Bhawan, Hazuri Bagh. Police had to resort firing to quell the attacking crowd in which nearly eleven youth were shot dead. His confrontational stand against late Indira government was more vivid when Dr Farooq Abdullah shook hands with anti-Indira Gandhi, regional leaders led by Late NT Rama Rao former CM of Andhra Pradesh. Though the Abdullah family was close to Nehru - Gandhi dynasties yet he joined hands with anti-Central forces. It was a policy line of National Conference to be in leaguing with Central government whichever party comes to power in Delhi, because of the poor economy of the state. But Dr Farooq Abdullah expunged this policy line by getting involved with opposition groups of regional parties to weaken the centre government, which was politically untenable.
Of late, Dr Farooq Abdullah had further added new statements against Indian Govt. headed by Modi by announcing POK was part of Pakistan and India had no guts to retrieve it from Pakistan. Dr Farooq Abdullah’s claim of allowing POK to remain with Pakistan is contradictory to the stand taken by Central Govt. Late Narasimha Rao Government; parliament unanimously passed a resolution to get back the entire area of Kashmir under Pakistan occupation. Indian government headed by Modi and Amit Shah have to take a decisive step to retrieve the occupied portion of Kashmir from Pakistan as per the Indian Parliament resolution. Even the senior leadership of the National conference had maintained POK as part of Indian side Kashmir. That is why the state Constituent Assembly of J&K state in 1951 had reserved 25 seats for the people of POK and remaining 75 seats for Ladakh, Jammu and Kashmir combine. The 25 assembly seats reserved for POK were vacant from 1947 till date. No elected party in the Assembly has ever thought of the abolishing 25 reserved seats from the total seats, which stands evident that POK is part and parcel of main J&K state. Families cross over through various infiltration routes to Indian side Kashmir are tried under section 4, E & Ingress sections with a mild punishment. Reason being that people from POK are the state subject of the erstwhile state of Jammu Kashmir Ladakh Va Gilgit of 1947. Therefore, constitutionally the POK area belongs to the state of J&K, which was occupied by Pakistan raiders and their army men in civvies under surreptitious plan in Oct 1947.
Uprising in POK has risen up against Pakistan occupation and its nefarious design of changing the demography of the region. Amjad Ayub Mirza, leader from Mirpur (POK), now settled in the UK had welcomed the abrogation of article 370 and had acknowledged that they have become now Indian citizens. In his video message, he warned, be aware Kashmiri Abdullah’s are the two-headed snake. Subramanium Swami asserted that other elements were taking advantage as long as article 370 was in place. With these facts in the background on the matters relating to POK and Indian Kashmir, Dr Farooq need to be more prudent and calibrated instead of tossing his imaginative thought unscrupulously. The Kashmir issue is bilateral. All statement on it should be compatible with country policies and interests.
For the restoration of the article 370, 35A, Dr Faooq’ Abdullah referred to China’s help which is at the doorstep, in Ladakh has caused ripples in the political circles. Expecting China to bring back the articles conferred on the state by the Indian Constitution is absurd and irritatin. In light of the grim standoff of the armies, the chief of the Gupkar gang has to be cautious, no doubt he is not happy with Modi Govt. but that does not mean that he would challenge the supremacy of the country. Slight miscalculation or provocation at this alarming situation could spark off a border skirmish and escalation along the Sino India border causing deaths and destruction. Dr Karan Singh, Congress leader, former Union Cabinet Minister and Sadri Riyasat, has rightly observed that such statements from Dr Farooq Abdullah provokes totally unrealistic expectations among the people of Kashmir.
