Delay in release of funds by SFD, several projects under NRDWP face incompletion | | | EARLY TIMES REPORT
JAMMU, Nov 16: The delay in release of central funds to the State Water and Sanitation Mission of Jal Shakti by the State Finance Department (SFD, several projects under National Rural Drinking Water Programme (NRDWP) could not see timely completion. Sources told Early Times that the National Rural Drinking Water Programme (NRDWP) was launched as a flagship programme for providing safe drinking water to the rural population on a sustainable basis but due to delay in release of funds the projects remained incomplete. They further said that as per programme guidelines the State Government had to release the entire amount of Central allocation under NRDWP along with its matching share to the implementing agencies without any delay. The guidelines further envisaged that the State will have to release penal interest along with the actual funds to the implementing agency for making undue delay as penalty. Sources further said that it has been observed that around Rs 50 lakh released by Government of India during 2018 as Central share had not been released by the State Finance Department to State Water and Sanitation Mission. “The delay in release of funds to the tune of crores was observed more than two months by the State Finance Department (FD) to the SWSM/ Administrative Department and the penal interest accumulated around Rs 8 cr was also not paid to the implementing agencies by the department. Shockingly the Jal Shakti Department didn’t take up the issue with the Finance Department,” they informed. Although the department claimed that it had taken up matter with the State Finance Department regarding the above mentioned issue but fact of that matter nothing concrete has been observed till date as delay in some cases was observed due to procedural hiccups, they said. |
