Early Times Report JAMMU, Dec 16: "Massive participation of people in District Development Council (DDC) elections, where polling percentage went upto 69 percent in the sixth phase in Jammu and 32 percent in Kashmir, establishes that masses want powers to be decentralised which will empower them to decide their own fate and even prepare plans for their own elected Councils". This was stated by Bharatiya Janata Party (BJP) J&K Executive Member Raman Suri, who added that through all these years political parties like Congress, NC and PDP deprived people of their participation in decision-making bodies and never held elections to the third-tier of government. These parties always clinched to power and never decentralised these institutions. Raman Suri said, now people will prepare plans for their elected DDCs, prepare five year perspective plans, will be responsible for civil works including roads and buildings, will manage rural development and various programmes like including public distribution system, housing programmes and will also establish and manage primary as well as secondary education system in the Union Territory of Jammu and Kashmir. Raman Suri said that this is now that the Union Government led by PM Modi has decided to decentralise powers. The party, unlike past parties, is not clinging to power but wants people to decide about their own fate and become a major participant in decision-making bodies. People's participation in DDC indicate that they want democracy's third tier to be active and get empowered, Suri added. |
