SRINAGAR, Feb 7: The Institute of Advanced Studies in Education (IASE) Srinagar has broken all records of payment to a guest lecturer since it paid almost four and half lakhs to a particular person for the lectures delivered at the Institute during a time period of two and half years.
Documents in possession of Early Times reveal that Rs. 4, 40,342 were paid to the guest lecturer during the two and half years. The ‘honeymoon’ of the guest lecturer with the IASE started in January 2017 and ended in July 2019. There was no break in the ‘deal’ even though examination was held in between as well at the Institute.
The guest lecturer was paid Rs. 22,000 for 12 months, Rs. 12,000 for 10 months and the amount varied for some other months as well. The guest lecturer is more than 71 years old and has an experience of more than 35 years in the field of education. The IASE chose this man as a guest lecturer and no chance was given to the other professionals in the field. There was only one break in August 2017.
Sources told Early Times that since the guest lecturer was close to the corridors of powers at IASE Srinagar he was showered with all the benefits and was chosen as the sole guest lecturer at the Institute. They said that nobody bothered to look into the whole issue and order for a probe in the whole process.
“A guest lecturer is engaged for some months in a year and not for the full academic session. But in this case all the rules and regulations took a backseat with this particular academician enjoying like anything. During this period examinations were held at IASE, but it made no difference for the blue eyed guest lecturer,” said sources.
The documents reveal that the guest lecturer was paid Rs. 22,000 each from April 2018 to November 2018 & April 2019 to July 2019, Rs. 12,000 each from February 2017 to July 2017, October 2018 to January 2019, Rs. 16,322 for December 2018, Rs. 16,324 for March 2019, Rs. 6,000 for September 2017, Rs. 10,453 for March 2018, Rs. 4,285 for February 2018, Rs. 2,836 for March 2018 and Rs. 1,161 for January 2017.
Sources said that the guest lecturer seemed to be a staffer on rolls since he received amounts like Rs. 22,000 for 12 months and Rs. 12,000 for 10 months on different occasions. They said that the amount paid to the guest lecturer should be of varying nature and not of a uniform nature as is the case with regards to this blue-eyed guest lecturer.
They said the guest lecturer would have continued but for situation emanating after August 5, 2019 when Jammu & Kashmir was changed into a union territory with the special provisions being abrogated. They said that a clandestine deal between the guest lecturer and the people at helm at IASE Srinagar cannot be ruled out.
