DB directs SSP Crime to complete investigation, present challan | Handwara Jal Shakti multi-crore scam | | Early Times Report SRINAGAR, Feb 19: A Division Bench of J&K High Court Srinagar wing comprising Justice Ali Mohammad Magrey and Justice Vinod Chatterji Koul while disposing of the PIL in multi-crore scam was unearthed in PHE department of Handwara Division in 2014 and the preliminary investigation has revealed that water schemes for Mawar, Monabal, Ramhal and Zakhsondri areas of Langate and Handwara existed only on papers while on ground no water pipes were laid in these areas. The investigation has revealed that crores of rupees were illegally withdrawn by the officials but were never spent on ground, directed Senior Superintendent of Police, Crime Branch, Kashmir, shall ensure completion of investigation and filing of challan before the competent court of law, if not already filed, within a period of three months. DB further directed Commissioner/Secretary to Government, Jal Shakti Department (PHE), shall take departmental proceedings to its logical conclusion by adherence to rules and regulations in vogue and pass appropriate orders. DB further directed Chief Engineer, PHE Department, Kashmir shall ensure that safe drinking water is supplied to the areas of PHE Division, Handwara, which is not covered in terms of the scheme in vogue. The instant writ petition (PIL) filed by one, Javid Ahmad Zargar, stated to be a journalist, claims to be involved in social activities, whose sole aim is to see the upliftment of the poor and downtrodden people of the valley. DB after gone through the Status report, satisfied with the investigation of the matter, the inquiry conducted by the Government as also supply of safe drinking water to the public in Handwara, therefore, decide to close this PIL by reiterating the directions already passed from time to time for its adherence by the respondents, with above directions. —JNF |
