PDD overrules GAD guidelines, affects transfers at it whims and fancies | We have provision to ‘swap’ under compulsion: MD, JPDCL | | Masood Malik Early Times Report
Jammu, Aug 23: If one particular department has to be singled out in flouting the norms, it is Power Department which has created its own fiefdom in the transfer policy. Throwing to the winds the government riders, the department has once again ordered transfers with ignominy while there is a clear cut Lt Governor Manoj Sinha’s order to conduct transfers only at the financial year’s end. In this reference an order No : 74-MD/JPDCLof 2021 dated , 07/08/2021 released from office of Managing Director Jammu Power Distribution Corporation Limited (JPDCL) Surinder Kumar Sharma ,Junior Engineer presently working in Sub Transmission Division II, SDIIIrd JPDCL Jammu and J P Singh, Junior Engineer presently working in Central Electric Workshop Jammu have been allowed to swap their present places of posting. This has given an apparent reason to understand that The Power Department has once again hogged the headlines by allegedly queuing up its blue eyed for benefits and sending many others to guillotine. In a reply given to Early Times, Rohit Kansal, Principal Secretary Power said that all engineers in the category are promoted, adjusted and a chain system ensured that standing operation procedure is followed. “To fill vacant positions department has elevated engineers, if some adjustment is left it can be looked into,” Rohit Kansal had said in a news item released on May 31. But in this case where the ‘transfer’ has been camouflaged through ‘swapping’, Gurmeet Singh , Managing Director , JPDCL said that such swapping has been under ‘compulsion’. “Though there is a rule of transfers, yet there are some provisions also where we can transfer or swap the engineers as per the requirement,” said Gurmeet Singh. He, however, did not elaborate the provisions under the rule. It is in place to mention here that the transfer policy for government employees notified vide Government Order No. 861-GAD of 2010 dated 28.07.2010, provides amongst other things, the calendar for transfers to be effected in the financial year. It includes that transfers shall ordinarily be ordered in the first month of the financial year i.e. in April every year excluding the transfer of the teaching staff and transfers to Ladakh region. 2. Transfers of teaching staff shall be considered at the dose of the academic session and must be avoided during the academic session.” The calendar is mandatorily to be followed while affecting the transfers of Government employees. The notification of the calendar has been made with the intent of ensuring that the transfers are limited to a particular period of the financial year so that minimum dislocations occur during the financial year which would ensure better outcomes in the implementation of various Government schemes and policies. It has also been observed that the practice of effecting transfers throughout the year is adversely effecting the implementation of schemes and policies of the Government. Accordingly, it was ordered that the transfers from now onwards shall strictly be made only within the period notified in the calendar appearing in the Transfer Policy. |
