DPO fixes another day for voting on no confidence motion against BDC Palmar

KISHTWAR, Nov 2: After four Sarpanches of Block Palmar moved No Confidence Motion against Chairperson, Block Development Council, Block Palmar Laita Devi, the District Panchayat Officer (DPO) Kishtwar today presided over the meeting in which the BDC Palmar didn’t appear forcing DPO Kishtwar to postpone the meeting for next date as a part of procedure to given an opportunity to the BDC Chairperson to be heard.
As per the details available with Early Times, four Sarpanches Vijay Kumar, Shahzada Banoo, Amina Begum and Mohammad Abdullah Kichloo moved the motion against BDC on the allegations that her action had almost hindered all the developmental works in block Palmar adding that BDC Block Palmar had miserably failed to render her legitimate duties assigned to her under Section 6 of PR. Act, 1989, as she has not been taking into confidence the Panches/ Member Panchayat in almost all Panchayat related works and has set-out such a working atmosphere, which has hampered the implementation of all Central/ UT Govt. sponsored developmental schemes in Block Palmar.
They alleged that the BDC Palmar has been always setting aside the important suggestions/ consent of the Sarpanches of every Panchayat Halqa, which remained of the public importance and significance and even surpasses, the legitimate assertions of the Sarpanches, which are beneficial to the poor public of Block Palmar adding that even the said Chairperson has failed to convene important meetings to frame Annual Action Plans, which resultantly has jeopardized the developmental activities in Block Palmar.
The Sarpanches alleged that the chairperson without the consent of the Sarpanches keeps on working against them and hatching conspiracy against the Sarpanches. “This act of the Chairperson has been objected by the Sarpanches on several occasions, but surprisingly she cares nothing—by and large, she was performing her duties as Chairperson against the wishes of the elected members” said a Sarpanch adding that it has been apparently noticed in Panchayat of Block Palmar that the said Chairperson was drawing payments against work done under beneficiary which are being drawn in favour of the close known persons of BDC Palmar in violation to the law, which also needs to be inquired upon and prayed for consideration on the set-out time frame for holding such meeting under U/Sec. 107 of P.R. Act, 1989 and Rues, 1996.
DPO Kishtwar called the meeting today which was skipped by the BDC Palmar forcing DPO Kishtwar to fix another day for holding the fresh meeting and in case the BDC again missed the meeting, in 3rd meeting the voting in her absence will be held.
