Kishtwar Education Department springs another surprise | 10 teachers posted in 4 schools without students | | Asif Iqbal Naik

Jammu, Dec 6: After transfer fiasco that resulted into the suspension of Chief Education Officer Kishtwar on last day of his service, Kishtwar Education Department has sprung another surprise. According to the details available with Early Times, in a brazen act of monopoly— at least 10 teachers were posted in 4 different schools in Kishtwar District where no student is enrolled. Out of these ten teachers posted three are attached in local adjoining schools. These four schools include PS Dada (3 teachers), PS Janwas (3 teachers), PS Kunja (2 teachers) & PS Wani (2 teachers). In most of these schools one teacher is available for one student or one teacher for two students and in over one dozen schools— the student strength varies from 4 students to 10 students. As per the details available, only in UPS Nagnigad, 3 teachers are available for 151 students which means that one teacher is available for 50 students. Contrary to many things— in two prime institutions in Kishtwar town viz Higher Secondary School Boys and Girls— one teacher is available for 23 students and one teacher for 21 students respectively and in addition one dozen teachers from rural areas are attached at these two schools including one since 2006 I.e. since last 15 years. Comparing the data with schools of rural areas viz Marwah, Warwan, Dachhan, Padder, Bhunzwah, Nagsini & Drabshallla— the student- teacher ratio is comparatively very high and in some schools the ratio is 1:60- beside these schools also witnessed massive absenteeism culture. After analysing the details- it has come to fore that around 350 teachers were posted for around 450-500 students and among these most of the students enrolled in these schools are non locals/poor working as domestic helpers with either teachers posted in these schools or working as domestic helpers with the relatives of these teachers or at the homes of government officials or businessmen. Many among these students enrolled in schools located in Kishtwar town and its adjoining areas are temporarily studying in these schools and are actually enrolled in the schools located in the areas from where they belong to. If going through the policy framed by the government- only two teachers should be posted in schools with 15 enrolment— and if enrolment is between 30-50, one additional teacher should be posted in the said school and vice versa additional teacher is to be provided after every addition of 20 students. For middle school with 50-60 student strength, 6 teachers and 1 headmaster must be posted in the school and in Secondary schools, 10 teachers and 1 headmaster post is to be maintained with 70-80 students enrolled. The official sources told the Early Times that government is mulling to club hundreds of such schools with low enrolment- but no time frame has been given by the government in this regard. The sources said that over one dozen schools in Kishtwar town are running in one room with hardly few students enrolment is need to be clubbed with two prominent schools of Kishtwar town viz HSS Boys and Girls. Now it is to be seen that how much incumbent government is committed to safeguard the interest of the poor students studying in rural areas of Kishtwar District where teacher students ration gap is too big to fill up. |
