Jammu, Dec 8: After the J&K government announced austerity measures to promote fiscal discipline biggest question before the administration is to check abuse of power by some Babus who have been directly or indirectly looting the public exchequer. These Babus, who are enjoying special privileges without any qualification or working, yet not drop any hints to curtail expenditure on their luxuries. Highly placed sources said that the J&K government is very month spending lakhs and lakhs of rupees to provide as much as luxuries to these Babus, who are not entitled to the same. Some Babus have been allocated palatial bungalows which were earlier allotted to the cabinet ministers of the previous popular government. Babus are enjoying all luxuries in these palatial bungalows. “Some Babus rarely attend their offices due to their approach and influence, but they are enjoying luxuries like cabinet ministers from the coffer of cash-starved Union Territory of J&K at the cost of poor daily wagers and other temporary employees”, sources said. The Jammu and Kashmir government on Monday announced a slew of austerity measures in order to promote fiscal discipline. An order issued by the administration said that measures have been announced to ensure a balanced pace of expenditure without restricting the operational efficiency of the government. All government departments and autonomous bodies have been ordered to adhere to the austerity measures, which, among others, include a balanced pace of expenditure. “During the last quarter of the current financial year, the expenditure should be limited to 30 percent of budget allocation, and in the month of March, the expenditure should be limited to 15 per cent of the budget estimates,” the order said. “In the last month of the current financial year, payments may be made only for the goods and services actually procured, and for reimbursement of expenditure already incurred. No amount should be released in advance (in the last month) with the exception that advance payments to contractors under terms of duly executed contracts so that the government would not renege on its legal or contractual obligations,” it added. |
