Locals again puncture LG Admin’s good governance balloon | Irked by shirker BDO, Panches, Sarpanches seal office, ridicule government | | Early Times Report
Jammu, Feb 19: The tall claims of good governance dished out by the LG administration of Jammu and Kashmir were falling ruthlessly flat on Saturday when Panches and Sarpanches of Nowgham block of north Kashmir’s Bandipora held protest demonstrations and sealed the BDO office for officer’s continuous absence from duties. Scores of Panches and Sarpanches of Nowgham block of Bandipora alleged that the works pertaining to the developmental activities of the block have come to a grinding halt due to the shirker attitude of those at the helm in Block Development office, sending locals into tizzy. They alleged that the non- serious approach of the government has led to an absolute chaos on the ground as the concerned BDO who was transferred and posted in the block on 27 of last month hasn’t been in the office since then for more than mere few hours. They said that such lackadaisical approach has plunged the block into crises with locals finding no corridor to express their helplessness. Compelled by the circumstances, they in disgruntlement sealed the BDO office, asking government to address the mounting crises on priority. Pertinent to mention here that Most of the works pertaining to the areas where from DDCs were elected by the people are taken unilaterally by the Babus deeming it not even fit to consult the elected representatives. “They have been rendered into rubber stamps and thanks to the Babu Raj in Jammu and Kashmir, the relevance of DDCs is nowhere existent. Their voices and their demands have no takers on the ground. There is absolute anarchy going on,” said a DDC member. As per the notified rules that were made public ahead of the DDC polls, besides the 14 directly-elected representatives, the DDCs will also include MLAs (as and when Assembly elections are held) and Chairpersons of Block Development Councils within the district. The first step towards the constitution of the DDCs will be the delimitation of the 14 constituencies. The Deputy Commissioners will be responsible for dividing the area within the jurisdiction of a DDC into 14 single-member territorial constituencies. There will be reservations for Scheduled Castes, Scheduled Tribes and women in accordance with the provisions of the (Panchayati Raj) Act. With the Halqa Panchayat as the basic unit, the district’s yearly and five-yearly development plans will be finalised by a three tier system of Gram Panchayats, Block Development Councils and the District Development Councils. The DDCs will receive plans from Block Development Councils, and after scrutiny, send them “for adherence to the Government guidelines, norms and rules” and submit the consolidated plan to the District Planning Committee. The DDCs will be elected for a period of five years and the Additional District Development Commissioner (ADCs) of the District shall be the Chief Executive Officer of the District Development Council. Each DDC will form five standing committees: finance, development, public works, health and education, and welfare. |
