During the visit, he was accompanied with both the Additional Secretaries Syed Muried Shah and Sunaina Mehta and Director Finance Suresh Koul who noted down all relevant issues for their earliest resolution which came forth during this special visit.
After taking over ARI & Trainings Department last week, this was first major field visit by Secretary Amit Sharma wherein he alongwith his team took a first hand account of this all-important Government institution. General Manager of the Press Purshotam Sharma alongwith Accounts Officer Vriti Uppal explained about the working of all sections, however, Secretary Amit Sharma pin-pointed several grey areas which required major attention and swift action for improvement and bringing efficiency in improving operations of the Press.
Amit Sharma pointed out that there should be total cleanliness drive and hygienic conditions prevailing in all sections of the premises and extra-care should be taken in maintaining security of the premises as it is located adjacent to Ambphalla Jail Complex in the heart of old city of Jammu. Strict directions were given towards proper indexing of finished stock, stacking of raw material, labelling of all machines and sections of the Press. Amit also pointed out that all dumped and unnecessary old stock of printed stationery should be disposed-off as scrap at the earliest after duly informing the concerned departments about its planned disposal drive if the same has not picked-up by them after issuing proper reminders, time and again.
Secretary Amit Sharma further mentioned that there was a proper need to overhaul the functioning of both Government Presses and the way they are functioning at present which include switching over to online mode from manual mode, scanning of all relevant records and publications of the Presses till date and adopting this mode for all future publications which can be accessed online by user departments on a nominal fee. Directions were given to GM Jammu towards submitting a SWOT Analysis on working of Press alongwith a Profitability-oriented Plan to ensure commercial operations of both Press Units wherein it can help to enhance revenue generation and ensure optimal utilisation of latest machinery installed recently in these complexes. He also directed Press officers to get ISO Certification done for both the Press Complexes which shall definitely help in enhancing productivity and working of the units.
Before leaving Ranbir Press Complex, Secretary Amit Sharma alongwith his team held a brief interaction session with employees of the Press and all important issues were noted by them with an assurance to resolve same in a time-bound manner. While appreciating the working of the General Manager Jammu, he told that there is a more scope for improvement and proper attention should be paid towards HR issues of the staff with the re-introduction of Dress Code, Uniforms, Aprons, Hand-Gloves for ensuring professional decorum and all concerned should make every attempt to bring J&K Government Presses at par with top Professional Presses like Thomson Press, Tata Press and ITC Press operating in other parts of the nation.
