Final Report | | | The reports that Delimitation Commission is likely to submit its final report by April end is an indication that assembly polls in Jammu and Kashmir can be held within a few months and J&K would get its first elected government after its transition into a Union Territory. Union Home Minister, Amit Shah, during his visit to Jammu last month had announced that the elections in J&K will be held as soon as the Delimitation Commission submits its final report. The commission has proposed six new assembly constituencies in the Jammu region which would be carved out from Udhampur, Rajouri, Doda, Kathua, Samba and Kishtwar districts. This will increase the number of Assembly seats from 37 to 43 in the Jammu region. Similarly, one new seat has been proposed in Kashmir valley, to be carved out from the existing Kupwara district, thus making the assembly seats to 47 from 46 in the Kashmir region. The final report submitted by the Delimitation Commission can’t be challenged in any court or tribunal. The Commission headed by the former Supreme Court Justice Ranjana Desai, was established on March 6, 2020 to redraw the parliamentary and assembly constituencies of the J&K. The panel has already completed its job and is about to submit its final report. The addition of six more assembly seats in Jammu will bring the region at par with Kashmir and there is every possibility about a Dogra becoming a Chief Minister of J&K for the first time in the past seventy years. Till 2018, only Kashmir based leaders went on to become the Chief Ministers and no one from Jammu was even allowed to look towards the highest office in the erstwhile state. The forthcoming assembly elections in J&K are going to be a different ball game. The Kashmir based parties won’t find it easy to even become a part of the government. The party which emerges as the single largest party in Jammu will have a key role in the government formation. Till 2018, Jammu based parties used to act as junior partners of Kashmir based political formations, now it will be vice-versa, Kashmir based parties will have to act as junior partner if a coalition government is formed in J&K. |
