NIA empowered to investigate narco-terrorism cases in J&K under NDPS Act | | | Early Times Report
Jammu, Feb 8: As narco-terrorism has emerged as a more dangerous form of terrorism in J&K, the National Investigation Agency (NIA) has been empowered under NDPS Act 1985 to the investigation of narco-terrorism cases. This was announced by the Union Minister of State for Home Nityanand Rai in the Rajya Sabha. He further said that to keep a check at the land borders, Border Security Force has been empowered under the Narcotics Drugs & Psychotropic Substances Act for making interdiction of narcotic drugs. “The Government has introduced the NCORD mechanism in 2016 to have effective coordination of actions among various Ministries, Departments, Central and States law enforcement agencies dealing with narcotics”, he said. “The mechanism was restructured in 2019 into a-four tier structure”, the MoS said. He further said that the Apex Level Committee (headed by Union Home Secretary) and Executive Level Committee (headed by Special Secretary (IS), MHA to check nacro-terrorism. “State Level Committee (headed by the Chief Secretary of the concerned State). District Level Committee (Headed by District Magistrate). The NCORD mechanism has been further strengthened by the addition of new members at different levels to make it more effective and comprehensive”, he said and added that a dedicated Anti Narcotic Task Force has been established in the UT of Jammu & Kashmir, which will also function as the NCORD secretariat for the UT. Notable the Jammu and Kashmir has become the first Union Territory across the country to have a comprehensive drug de-addiction policy. Apart from Jammu and Kashmir, Punjab is the only state to have such a policy envisaged to weed out this atrocious menace from the society. UT Level Policy Implementation Monitoring Committee and Jammu and Kashmir Division Level De-addiction Centre Monitoring Committees have been constituted. The announcement in this regard was made on June 18 by the official spokesperson of the J&K government. The UT level committee has been assigned the task of suggesting changes in the Drug De-addiction Policy from time to time besides looking out for financial support for various de-addiction activities in Jammu and Kashmir, he added. |
