Mission Vatsalya threw eligibility norms to wind, allege dropped candidates | Urge LG Sinha to order probe in selections of JJB, CWC chairpersons, members | | Early Times Report
Jammu, Apr 20: Aspirants whose names didn’t figure in the final selection list for chairpersons and members of Child Welfare Committee (CWC) and Juvenile Justice Board (JJB) on Thursday accused the Directorate of Mission Vatsalya of throwing eligibility norms to wind and selecting the blue eyed candidates. It’s in place to mention here that advertisement notice No. 02 SC (MV) of 2022 dated 1/08/2022 issued by the Directorate of Mission Vatsalya had sought applications from the candidates between the age group of 35 to 65 years. The qualification prescribed for both the posts was kept as graduation in Child Psychology or Psychiatry or Social work or Sociology or Human Development or in the field of law or a retired judicial officer. The candidates were also required to have 7-years experience in matters concerning the children. A group of dropped aspirants while talking to Early Times alleged: “While carrying out the selections the Mission Vatslaya didn’t pay any attention towards the criteria and qualification that were set as perquisites for applying for these posts.” The dropped candidates said that 100 marks were divided into different categories. Graduation with relevant subjects, 25 marks, PG LLM, 5 marks, M Phil, 2 marks, PHd, 3 marks—For qualification 35 marks were awarded. For minimum seven years experience, 25 marks were awarded and for more than 10-years experience 35 marks were given to the candidates. For viva-interaction 30 marks were reserved. The dropped candidates alleged that instead of graduates in Child Psychology or Psychiatry or Social work or Sociology or Human Development or in the field of law or a retired judicial officer, the Mission Vatsalya has appointed plain graduates, who according to the selection criteria were ineligible to get 25 marks for the qualification. “The candidate who figures at the top of the selection list of the JJB is a science graduate. A few selected candidates have produced fake experience certificates. Plain graduates have been selected and the candidates having done M Phil and PhD don’t figure in the final selection list.” They alleged that a selected candidate, who is a science graduate, has been shown as the practicing lawyer in the final selection list of the Juvenile Justice Board. “Another selected candidate in JJB is a Hindi graduate and is having only 4.5 years experience instead of minimum 7 years,” they claimed. “Most of the selected candidates are science graduates. It’s unfortunate that candidates having done M Phil and PHD have been given meager marks.” They said, “Instead of professionals, non-relevant graduates have been selected.” It’s in place to mention here that as per Juvenile Justice Act 2021 there should be a Juvenile Justice Board and Child Welfare Committee in every district. The JJB deals with children in conflict with law and CWC deals with children in need of care and protection. Both are statutory bodies under section 4 and section 27 of JJACT. The dropped candidates said that in most J&K districts JK Science graduates have been appointed as members of JJB and CWC which is a clear violation of Juvenile Justice Act. They said the selection list which was sent for final approval was leaked on social media before it could be announced officially. “We appeal to Lieutenant Governor Manoj Sinha to order a probe into the selections of chairpersons and members of JJBs and CWCs. Appointments for these boards and committees were not carried in a fair and transparent manner.” |
