JKTMA urges immediate DPC, ATD | | | Early Times Report
JAMMU, June 18: The Jammu Kashmir Teacher’s/Masters Association (JKTMA) convened its monthly meeting in Jammu, chaired by UT President and veteran Trade Union leader Rakesh Singh Chambial. The meeting was attended by all state Executive members and numerous teachers. The primary focus of the meeting was to discuss pressing issues faced by teachers, particularly the ATD-2023 and DPC (Departmental Promotion Committee) of Teachers/Masters. Singh expressed strong dissatisfaction with the higher authorities for the delayed release of the adjustment list for recently elevated master grades. He urged DSEJ Alok Kumar Sharma to expedite the release of the list in the best interest of students. Additionally, Singh emphasized the need to promote and adjust the remaining batch of master grades to full-fledged positions instead of interim positions. The teaching community strongly opposes the new cadre of I/C Masters as it downgrades the status of the Master cadre. Regarding the DPC of Teachers/Masters to Lecturers, Singh reiterated the demand to Principal Secretary Alok Kumar Sharma to promptly release the DPC lists, especially in the science stream. Currently, nearly 50% of higher secondary schools, particularly in rural areas, have vacant posts of Lecturers, resulting in significant academic losses for students. Singh appealed to the Principal Secretary to exclude distance degrees from science stream disciplines in the DPC process. The inclusion of such degrees lacks the necessary lab-oriented work in all semesters, as emphasized in a recent judgment by the Jammu Kashmir High Court, which also demoted IC lecturers. According to the SAC decision, the DPC of lecturers should be conducted through 100% promotion quota on a one-time basis to create vacant posts for the adjustment of Grade II and Grade III Teachers currently working on supernumerary posts. The association urged for the prompt release of the ATD-2023 list and strict transfer of all Zone I Teachers/Masters to Zone 4. This is crucial to balance the PTR (Pupil-Teacher Ratio) and provide staff to rural schools. Singh also urged the Honorable Lieutenant Governor to enhance the pay grades of JKUT teachers to be on par with their counterparts in other Union Territories. Additionally, he advocated for making B.Ed a compulsory educational qualification for teacher recruitment. The association raised other demands, including the regularization of all SSA head teachers’ posts, resolution of attachment and transfer-related court cases involving teachers, introduction of new subjects in higher secondary schools, and the sanctioning of lecturers’ posts in pending higher secondary schools. |
