Shah-effect: ULB polls by autumn in JK | | | Early Times Report
Jammu, June 30: Even as the five-year term of the Local Urban Body or ULB will complete in October-November 23, the fresh polls are likely to be held by autumn of this year somewhere close to September. Sources said the matter of ULB polls was discussed by the Jammu and Kashmir government with Union Home Minister Amit Shah during his recent two-day visit and that the polls could be held “a bit early.” Sources said Shah is keen to see that the polls are held in time for the deliverance of good governance in Jammu and Kashmir. Sources said Shah told the J&K administration that the process of holding the elections should be prioritized and that even if the fresh elections get preponed by a few days or weeks, it would be in the interest of democracy. Sources said the Chief Secretary Dr AK Mehta and Home Secretary RK Goyal are in touch with the officials of the Housing and Urban Development Department to finalize the process. The sources said the formal proposal for holding of the elections would be put forth before the Chief Electoral Officer of J&K Government by the Housing & Urban Development Department most likely in second week of July. It’s pertinent to mention that ahead of Shah’s visit to Jammu and Kashmir the administration appointed Anil Koul, Secretary, Housing and Urban Development Department as nodal officer for the conduct of municipal elections in the Union Territory. The nodal officer is coordinating with the Civil Secretariat, chief electoral officer, deputy commissioners, commissioners of municipal corporations and Director, Urban Local Bodies, for mobilizing the process to propose before the chief electoral officer J-K for “undertaking an exercise for revision of electoral rolls in the municipal areas.” A senior official in the administration said given the keenness of Delhi, the ULB polls were likely to be held in September 2023 in a phased manner. Pertinently, the last ULB polls in Jammu & Kashmir were held in October 2018 when the erstwhile state was under Governor’s rule. The polls were formally boycotted by National Conference and Peoples Democratic Party but both the parties were accused of fielding proxy candidates. |
