Mehboob Ahmed, son of Shamas Din and a resident of Doodla Basholi, district Kathua, with an address at Bari Brahmana, had been involved in a total of fourteen theft and burglary cases across Samba, Kathua, Jammu, and Reasi districts. He had previously been arrested by Samba Police, Kathua Police, and Jammu Police, resulting in the recovery of significant stolen property, including gold ornaments and cash. Mehboob played the role of a self-styled gang commander of thieves, leading a group of several thieves who operated under his command and control. He would either make cash payments to them or provide them with a share of the stolen property immediately after thefts and burglaries. Notably, Mehboob, who originally hailed from a humble tribal background in the remote area of Basholi, managed to amass significant wealth through illicit means, including thefts and burglaries. His acquired assets included luxury vehicles, houses, plots, and an industry in the Bari Brahmana area of Samba. Due to his continued involvement in thefts, SSP Samba Benam Tosh prepared and submitted a dossier, along with related documents, to the office of the District Magistrate, Samba, seeking a detention order under the PSA for 26-year-old Mehboob Ahmed. Subsequently, the District Magistrate, Abhishek Sharma-IAS, issued the detention order, directing that Mehboob be detained and placed in District Jail Kathua. Following the receipt of the detention order, SHO of Police Station Bari Brahmana, Sumit Sharma, under the supervision of SDPO Bari Brahmana, Rahul Nagar, and Additional SP Surinder Choudhary, apprehended the kingpin of the thieves' gang, Mehboob Ahmad, and lodged him in District Jail Kathua.
