Community bunkers filled with water, garbage | CROSS BORDER FIRING | | Early Times Report
Jammu, Oct 27: Thursday’s unprovoked shelling by Pakistan put a question mark on the utility of community bunkers, constructed to protect the lives of the border dwellers. Bunkers- constructed to provide shelter to the people in case of firing from across the border, are filled with rainwater and garbage. After firing fear-stricken border dwellers sought to draw the attention of the higher-ups towards conditions of the bunkers. Most of the community bunkers constructed in border belts are not in a condition to take shelter, border residents alleged. Waterlogged bunkers authenticated the allegations of locals that these ‘safety bunkers’ are ill-designed and pose serious threats to the lives of the border dwellers. The government had announced to construction of 14,500 safety bunkers in border areas of J&K for people to take shelter in the event of Pakistani shelling of civilian areas on this side. In January 2018, the Centre had sanctioned construction of 14,460 bunkers at cost of Rs 415.73 crore along Line of Control (LoC) and International Border (IB). While 7,298 bunkers were sanctioned along the LoC in the twin districts of Poonch and Rajouri, construction of 7162 underground bunkers was started along the IB in Jammu, Kathua, and Samba districts. Out of the total 14460 bunkers, 13,029 are individual bunkers and 1,431 community bunkers. The capacity of the 160 square feet individual bunker is eight people, and that of the 800 square feet community bunker is 40 people. |
