CBI files chargesheet in NHAI tender case: Irregularities alleged in award of Jammu road improvement contract 10/27/2023 10:22:50 PM Early Times Report JAMMU, Oct 27: The Central Bureau of Investigation (CBI) has filed a chargesheet against the then Regional Officer of the National Highways Authority of India (NHAI), a private individual (owner of a private company), and a private company in an ongoing investigation. The chargesheet has been submitted to the Court of Special Judge, CBI Cases, Jammu. This case was registered on March 24, 2021, based on allegations of irregularities in the award of a tender for the improvement and routine maintenance of the Lakhanpur-Jammu section, with a contract value of approximately Rs. 9.34 crore. During the course of the investigation, searches were conducted at seven locations, including Jammu, Chandigarh, and Ropar. These searches resulted in the recovery of approximately Rs. 67 lakh in cash, as well as various documents and digital devices from the premises of the accused. The investigation revealed that the experience certificates submitted by the accused as part of their bid were forged. These counterfeit certificates were considered by the Tender Evaluation Committee in the awarding of the tender. It was further alleged that the then Regional Officer of NHAI conspired with the private individual to favor the private company by failing to properly verify the authenticity of the experience certificates and disregarding the firm's lack of experience. In furtherance of this conspiracy, the public servant falsely claimed to have dispatched verification letters but did not actually send them. Following the investigation, the CBI has now filed a chargesheet in the case. It's important to note that, under Indian law, the accused are presumed innocent until their guilt is proven in a fair trial.
