The delegation highlighted the following issues: Arbitrary Change in Local Pass Issuance: The contractor at Ban Toll Plaza has reportedly stopped issuing local passes to residents of certain areas within a 20-kilometer radius, despite previous orders and guidelines from Deputy Commissioners and Project Directors. This decision has caused confusion and inconvenience for locals. Questionable List of Areas: The Regional Officer of NHAI issued a separate list of areas falling within the 20-kilometer radius, contradicting the lists previously provided by Deputy Commissioners. This raises concerns about transparency and adherence to established procedures. Superseding Authority: The delegation questioned the Regional Officer’s authority to override the lists provided by Deputy Commissioners, who are the designated authorities for such matters. This raises concerns about potential misuse of power and undermines established protocols. Additional Irregularities: The delegation also mentioned other day-to-day irregularities at the Ban Toll Plaza, further fueling concerns about mismanagement and lack of accountability. The HRAK delegation urged the Divisional Commissioner to intervene and address the following: Immediate resolution of the local pass issue: The delegation requested the reinstatement of local passes for all residents within the 20-kilometer radius, as per previous orders. Investigation into the contradictory list of areas: A thorough investigation into the discrepancy between the lists issued by the Regional Officer and the Deputy Commissioners is necessary to ensure transparency and fairness.
