KDP wing of DPAP demands separate budget allocation for Kashmiri displaced people | | | Early Times Report JAMMU, Jan 28: The Kashmiri Displaced People (KDP) Wing of the Democratic Progressive Azad Party (DPAP) has called for a dedicated annual budgetary plan for the welfare of displaced Kashmiri Hindus. In a joint statement, leaders Shri Sanjay Dhar (President), Sh. Piaray Lal Pandita (Chairman), Shri Raj Kumar Ticku (General Secretary), and others highlighted the challenges faced by the community during 35 years of exile. The leaders stressed that since their displacement in 1990, Kashmiri Hindus have been entirely dependent on Central Government funds under the Security and Relief Measures Head. They pointed out that before 1989, the community was part of the J&K State's budgetary and developmental framework, but post-displacement, the state government failed to support them financially. The statement also raised concerns over the alleged misuse of central funds allocated for displaced people. They demanded a special audit by the Comptroller and Auditor General of India to investigate funds usage from 1990 to 2024. Furthermore, they sought accountability for ex-gratia funds transferred in the 1990s, claiming that a significant portion remains unaccounted for. The KDP Wing proposed that 5% of the total Union Budget be earmarked annually for the displaced community under a dedicated head and urged the U.T. government to allocate a reasonable percentage from its budget. They also called for a comprehensive resettlement and compensation policy to facilitate the return of displaced families to the Valley. The leaders expressed hope that the central and U.T. governments would address their demands, ensuring justice and equity for the community. |
