Early Times Report

Jammu, May 18: In a startling revelation with grave national security implications, the National Investigation Agency (NIA) has uncovered a Pakistan-backed espionage and terror conspiracy in which five juveniles, along with 16 other accused, allegedly installed solar-powered spy cameras at highly sensitive locations and provided real-time access to terrorists operating from Pakistan and Pakistan-occupied Jammu and Kashmir (PoJK).
The federal anti-terror agency on Monday filed a detailed investigation report before the Juvenile Justice Board in Ghaziabad against the five Juveniles in Conflict with Law (JCLs), accusing them of playing an active role in a sinister cross-border surveillance network aimed at compromising India’s national security.
The juveniles have been booked under stringent provisions of the Bharatiya Nyaya Sanhita (BNS), the Official Secrets Act, and the Unlawful Activities (Prevention) Act.
According to the NIA, the espionage case was initially registered by the local police in March 2026 after investigators discovered that solar-powered cameras had been clandestinely installed near sensitive railway stations and other strategically important sites. The live feed from these devices was allegedly transmitted directly to suspected terrorists based in Pakistan.
So far, 21 accused have been arrested in the sensational spy case, including the five juveniles.
NIA investigators found that the juveniles were not mere bystanders but active conspirators who worked in close coordination with other accused to capture photographs and videos of sensitive installations and share their exact GPS coordinates with handlers across the border.
The probe revealed that the juveniles illegally entered restricted and prohibited areas of vital national importance, helped mount covert surveillance cameras, and transmitted geo-tagged images and videos to suspected Pakistan-based terrorists.
In one of the most disturbing findings, the NIA said the juveniles also assisted Pakistani operatives in procuring and activating Indian SIM cards, enabling them to coordinate and potentially execute terror activities on Indian soil while concealing their identities.
Officials said the conspiracy was designed to collect real-time intelligence on critical infrastructure, posing a direct threat to India’s sovereignty, unity, integrity and security.
The case has exposed a deeply troubling terror network in which minors were allegedly recruited and used to conduct espionage and provide logistical support to enemy handlers across the border.
The NIA said investigations in case RC-01/2026/NIA/LKW are continuing to identify additional suspects and uncover the full extent of the Pakistan-linked spy ring.
The sensational bust has once again highlighted the persistent efforts of hostile elements to exploit local operatives—including juveniles—to gather strategic intelligence and aid terror operations against India.
